Abstract

Running across freeways with labor organizers, speaking with taxi drivers and laborers, and visiting rural areas of Egypt convinced me during my fieldwork that neither social media technologies nor the youth that use them caused or directly led a revolution where people from every walk of life took to the street. Indeed, only 15% of Egyptians and other Arab Spring countries have Internet access and a small percent of them are active on social media. These dynamics replay themselves in the many countries and cultures that I have worked within - from Kyrgyzstan, to Native America, to India. Indeed, while re-telling a story that places heroic youth and wonderfully liberating technologies at the center ignores the masses, dismissing social media’s dramatic impact on journalism and high-end organizing in turn is equally shortsighted. This talk will bring up different arguments (sometimes in conflict with one another) of how networks of the street and networks of the Internet work with one another, placing working classes and community organizers side-by-side with social media users.

Dr. Ramesh Srinivasan, Assistant Professor at UCLA in Design and Media/Information Studies, studies and participates in projects focused on how new media technologies impact political revolutions, economic development and poverty reduction, and the future of cultural heritage. He recently wrote a front page article on Internet Freedom for the Huffington Post, an Op/Ed in the Washington Post on Social Media and the London Riots, an upcoming piece in the Washington Post on Myths of Social Media, and was recently on NPR discussing his fieldwork in Egypt on networks, actors, and technologies in the political sphere. He was also recently in the New Yorker based on his response (from his blog: http://rameshsrinivasan.org) to Malcolm Gladwell’s writings critiquing the power of social media in impacting revolutionary movements. He has worked with bloggers who were involved in overthrowing the recent authoritarian Kyrgyz regime, non-literate tribal populations in India to study how literacy emerges through uses of technology, and traditional Native American communities to study how non-Western understandings of the world can introduce new ways of looking at the future of the internet. Sumit Ganguly holds the Rabindranath Tagore Chair in Indian Cultures and Civilizations at Indiana University in Bloomington. He has previously been on the faculty of James Madison College of Michigan State University, Hunter College of the City University of New York and the University of Texas at Austin. He has also taught at Columbia University in New York City. He has also been a Fellow and a Guest Scholar at the Woodrow Wilson International Center for Scholars in Washington, DC and a Visiting Fellow at the Center for International Security and Cooperation at Stanford University. His research and writing focused on South Asia has been supported by grants from the Asia Foundation, the Ford Foundation, the Carnegie Corporation of New York and the W. Alton Jones Foundation.

He serves on the editorial boards of Asian Affairs, Asian Survey, Current History, the Journal of Strategic Studies and Security Studies. He is also the founding editor of both the India Review and Asian Security, two referred journals published by Taylor and Francis, London. Professor Ganguly is the author, editor or co-editor of a dozen books on South Asia. His most recent books are Fearful Symmetry: India and Pakistan Under the Shadow of Nuclear Weapons (co-authored with Devin Hagerty) jointly published by Oxford University Press (New Delhi) and the University of Washington Press (Seattle) and More Than Words: U.S.-India Strategic Cooperation Into the Twenty-First Century (co-edited with Brian Shoup and Andrew Scobell) published by Routledge, London. He is a member of the Council on Foreign Relations, New York and the International Institute of Strategic Studies, London. He is currently at work on a book, India Since 1980, under contract with Cambridge University Press, New York.

Šumit Ganguly is a Senior Fellow and directs the Huntington Program on Strengthening US-India Relations at the Hoover Institution, Stanford University. He is Distinguished Professor of Political Science Emeritus and the Rabindranath Tagore Chair in Indian Cultures and Civilizations Emeritus at Indiana University, Bloomington. He has previously taught at James Madison College of Michigan State University, Hunter College and the Graduate Center of the City University of New York and the University of Texas at Austin.

Professor Ganguly has been a Fellow at the Woodrow Wilson International Center for Scholars in Washington, DC, a Visiting Fellow at the Center for International Security and Cooperation and at the Center on Democracy, Development and the Rule of Law at Stanford University, a Guest Scholar at the Center for Cooperative Monitoring in Albuquerque and a Visiting Scholar at the German Institute for International and Area Studies in Hamburg. He was also the holder of the Ngee Ann Chair in International Politics at the Rajaratnam School for International Studies at Nanyang Technological University in Singapore in the spring term of 2010. In 2018 and 2019 he was an Alexander von Humboldt Fellow at the University of Heidelberg, Germany.

Professor Ganguly is member of the Council on Foreign Relations (New York) and a Fellow of the American Academy of Arts and Sciences. He serves on the editorial boards of Asian Security, Current History, Journal of Democracy, Foreign Policy Analysis, The Nonproliferation Review, Pacific Affairs, International Security and Small Wars and Insurgencies. A specialist on the contemporary politics of South Asia is the author, co-author, editor or co-editor of 20 books on the region. His most recent book (edited with Eswaran Sridharan) is the Oxford Handbook of Indian Politics.

The CDDRL community remembers and honors the life of Suvash Darnal, which was tragically taken in a car accident on August 15 outside of Washington, DC. Suvash graduated from the 2011 Draper Hills Summer fellowship at Stanford University just three days before the accident occurred. A passionate human rights advocate for the Dalit community in Nepal, Suvash was the executive director of the Sumata Foundation in Kathmandu. This profound loss was felt by all the members of the 2011 Draper Hills Summer Fellows program, CDDRL faculty, and staff who had spent the last three weeks engaging, learning and benefiting from Suvash's wisdom and insight.

"Suvash was an extraordinarily warm, thoughtful, modest, committed, and optimistic advocate for democracy and human rights," said Larry Diamond, director of the Center on Democracy, Development, and the Rule of Law. "He will be sorely missed and we will find a proper way to sustain his memory."

Suvash is remembered by his peers for his gentle spirit, kind smile, and warm sense of humor. Many reflected on their time together with him as a gift and inspiration to us all. In such a short time, many of the fellows developed a strong connection to Suvash and his presence at Stanford left a deep impression on the group.

Suvash dedicated his life to supporting and advancing the rights of the Dalit community, an ethnic minority in Nepal and India, working tirelessly to gain equal representation in mainstream politics for all excluded groups. Founder of the Jagaran Media Center, Suvash used the media to build awareness of his cause and trained 500 young Dalit journalists.

Gerhard Casper, President Emeritus of Stanford University, reflected on his last conversation with Suvash over dinner at the graduation ceremony "I sat next to Suvash and he gave me a detailed, optimistic account of the future of Nepal and looked forward to returning home to pursue his tireless advocacy to ensure that Dalits have equal representation in the new constitution."

The death of this young activist is a tremendous loss for the Dalit community, the country of Nepal, and the broader field of human rights. The CDDRL community strives to work together to carry forth Suvash's vision of a more equal and inclusive world for all. Suvash leaves behind a wife and a one-year old-daughter.

The Facebook page, "Remembering Suvash Darnal" has been set up in his honor by the CDDRL community as a living memory of his life.

The Ford Dorsey Program in International Policy Studies (IPS), a joint undertaking of the Freeman Spogli Institute and the School of Humanities & Sciences, is training the next generation of policy experts and leaders. In their second year of the two–year master’s program, students take a two-quarter practicum course, working in teams to conduct policy analyses for real-world client organizations. Judicial Performance (California Commission on Judicial Performance)
This report analyzed judicial discipline cases in California between 1990 and 2009 using data collected by the California Commission on Judicial Performance. The purpose of the report was to inform the public about the incidence of misconduct and help the public understand the disciplinary process. The report concluded that the number of disciplinary actions per judge has fallen in the last decade, as compared with the previous ten years.  

Policies to Improve Industrial Competitiveness (World Bank)
This report researched how countries can select Policies to Increase Industrial Competitiveness (PIIC) using case studies and the development of an analytic process for government use in selecting specific industries to support. The analytic process showed that cooperation between the public and private sectors is crucial in policymakers’ ability to select the most beneficial competitiveness policy measures.

Sunni Militancy In India (U.S. Defense Intelligence Agency)
This report analyzed Sunni militancy in India by identifying major Sunni groups, their ideologies, root causes and recent trends.  Utilizing a quantitative overview of Sunni terrorism incidents and deaths, profiles of militant groups, and social network analysis of connections between groups, the report found that the most active and violent Sunni militant groups are related to Pakistan or to the long-running conflict between Pakistan and India in Kashmir.

“The chance to tackle complex, real world policy problems and propose solutions to clients is invaluable for our students as they prepare for their careers” says Kathryn Stoner, Director of IPS and FSI senior fellow.  “It’s one more way that our program bridges theory and practice.”
Rare Earth (Breakthrough Institute and Bay Area Council)
This report examined concerns about domestic shortages of rare earth elements, critical in the production of many clean-tech products.  The report confirmed that China controls a large share of rare earth deposits and production, but found that market forces should increase U.S. production levels in the long run.  The report recommends that the United States accelerate permitting for domestic production and pursue agreements with other rare earth suppliers to mitigate the impact of China's current dominance.

Going Forward: Gas Tax and VMTs (Carnegie Endowment for International Peace)
This report considered the under-funding of the U.S. transportation system, focusing on two ways to generate revenue—the federal gas tax and a prospective vehicle-miles-traveled (VMT) fee. In the long term, introducing fees-per-mile would generate more revenue than increasing fees-per-gallon. Under both proposals, lower income consumers would pay proportionately more, although the difference in distributional impact is minimal for most policy options under consideration.

Fiscal Responsibility Index (Comeback America Initiative/Peterson Foundation)
This project developed a simple, comprehensive analytic tool and framework, called the Fiscal Responsibility Index, to assess sovereign fiscal responsibility and sustainability. The index was designed to illustrate where the United States is, where it is headed, and how it compares with other nations in the area of fiscal responsibility and sustainability. The U.S. ranks near the bottom when compared with 33 OECD and BRIC nations.

The recent uprisings in North Africa and the Middle East represent one of the most dramatic global political developments since the fall of the Berlin Wall.  What factors and forces led to the sudden collapse of well-entrenched regimes and the emergence of democratic reform movements across a region long accustomed to hereditary succession and autocratic rule?  Does the current upheaval reflect unique circumstances in the Arab World?  Or should it be viewed in the wider context of governance issues and challenges that have arisen in Asian and other settings beyond North Africa and the Middle East?  As a governance specialist whose international career has spanned Arab and Asian societies, David Arnold will share his insights regarding these questions.  

David D. Arnold became the president of The Asia Foundation on January 1, 2011, after serving as the president of the American University in Cairo (AUC) for seven years. At AUC he superintended the construction of a new, state-of-the-art $400 million campus, including the region's largest English-language library; spearheaded a $125 million fundraising campaign, the largest in the University's history; and oversaw academic innovations including AUC’s first-ever PhD program and master’s programs in education, biotechnology, gender studies, digital journalism, and refugee studies.  Under his leadership, AUC also expanded its continuing education and community outreach activities and created new scholarship opportunities for its students.  Mr. Arnold’s earlier career included six years as executive vice president of the Institute of International Education and more than ten years of service in the Ford Foundation including stints in India, Nepal, and Sri Lanka.  He earned his Master’s in Public Administration at Michigan State University following a BA from the University of Michigan.

Virtually all human societies were once organized tribally, yet over time most developed new political institutions which included a central state that could keep the peace and uniform laws that applied to all citizens. Some went on to create governments that were accountable to their citizens. We take these institutions for granted, but they are absent or are unable to perform in many of today's developing countries-with often disastrous consequences for the rest of the world.

In The Origins of Political Order, Francis Fukuyama, author of the bestselling The End of History and the Last Man, provides a sweeping account of how today's basic political institutions developed. The first of a major two-volume work begins with politics among our primate ancestors and follows the story through the emergence of tribal societies, the growth of the first modern state in China, the beginning of a rule of law in India and the Middle East, and the development of political accountability in Europe up until the eve of the French Revolution.

I joined the Liberation Technology Program as the Manager in February 2011 after completing my Ph.D. in Social Sciences from the Maxwell School of Syracuse University. Prior to this, I worked with campaigns on various socio-economic rights in India, including the right to food, education and the right to information. Based on these experiences I have written (and co-authored) extensively on issues surrounding the right to food, including Notes from the right to food campaign: people's movement for the right to food (2003), Rights based approach and human development: An introduction (2008), Gender and the right to food: A critical re-examination (2006), Food Policy and Social Movements: Reflections on the Right to Food Campaign in India (2007).  

In working with these campaigns, I realised the widespread disparities in the provision of basic public services in India. This led me examine how Tamil Nadu, a southern Indian state, developed extensive commitment to providing such services to all its residents in my doctoral dissertation.  Oxford University Press published my book based on the dissertation entitled, "Delivering services effectively: Tamil Nadu and Beyond" in 2014.

As a full-time activist, I also experimented with various IT platforms to make the campaigns effective. This interest brought me to the Liberation Technology Program at Stanford. I am currently leading a research project entitled "Combating corruption with mobile phones".

In this talk, we describe enormous opportunities for innovation in delivering information technology based services. We start by describing inefficiencies, estimated to be about $15 Trillion, in how the world operates today (e.g. in industries like transportation and healthcare), some of which can be eliminated by infusing more instrumentation and intelligence into these systems. We then describe some unique challenges faced in emerging economies like India, for example, much larger scales of operations (for anything involving people), lower price points, and the need to handle noisy data. We provide several examples of innovations in dealing with these challenges. One of them is Spoken Web, our attempt to create a new world wide web, accessible over the (mobile) phone network, for the masses in countries like India. The Spoken Web platform facilitates easy creation of user-generated content that populates "voice sites", allows contextual traversal of voice sites interconnected via hyperlinks based on the HyperSpeech Transfer Protocol, and provides simple search and navigation capabilities over this audio content.  We present our experience from pilots conducted in villages that shows the potential for dissemination of information and services to the masses using Spoken Web and interesting possibilities regarding social networking in these communities. Finally, we describe several opportunities for improving efficiency, quality and value from delivering various kinds of services globally, and the computer science and multi-disciplinary problems that arise in that context.

Manish Gupta is the Director of IBM Research - India and Chief Technologist for IBM India/South Asia. He leads a team conducting research on technologies underlying innovation in Services, Software and Systems, and is leading the IBM Research activities across the world in the Mobile Web area. Previously, he has held senior leadership positions at IBM Research - India, IBM India Systems and Technology Lab, and the T. J. Watson Research Center, where he led research on software for the IBM Blue Gene supercomputer. IBM was awarded the 2008 National Medal of Technology and Innovation for the invention of the Blue Gene supercomputer by US President Barack Obama in October 2009. Manish received a B.Tech. in Computer Science from IIT Delhi in 1987 and a Ph.D. from the University of Illinois at Urbana-Champaign in 1992. He has co-authored over 70 papers, with more than 3000 citations in Google Scholar, in the areas of high performance compilers, parallel computing, and Java Virtual Machine optimizations, and has filed eighteen patents. Manish has received an Outstanding Innovation Award, two Outstanding Technical Achievement Awards and the Gerstner Team Award for Client Excellence at IBM, and has been invited to give keynotes at several international conferences and workshops. He is an ACM Distinguished Scientist and a member of the IBM Academy of Technology.

To begin his talk, Archon Fung poses the following question: why is there no "killer" ICT platform in politics? After all, there are highly disruptive platforms in social media, commerce and other realms. These so-called "killer" platforms tend to be characterized by three features: notably that many users adopt the ICT platform and abandon the old way of doing something; the new platform improves users' experience by changing how they do some activity; and the organizations using new killer platforms displace those that do not use them.

Fung proceeds to present explanations for this puzzle, following a brief clarification of the scope of his question. When Fung refers to politics, he is not referring to aspects like partisan mobilization, e-government or the public sphere; instead, he examines the potential for ICT platforms in the realms of decision-making, problem solving and accountability. While the typical level of resolution for discussion is on the macro effects of ICT as a social force, Fung's analysis stems from his narrowing in on ICT platforms (such as Facebook, Wikipedia, Ushahidi, and others) themselves.

The first argument Fung presents in answer to his initial question is that both the suppliers and the demanders are different in politics than in other areas (e.g. commerce). Politics is aggregative, characterized by collective action and results, not focused on "individual benefits and gratification" like commerce and social interaction might be.

Second, while it is possible to have parallel, collaborative production in some types of platforms (e.g. Wikipedia), production in politics is characterized by strategic action. Various examples can help illustrate that there are key differences between commerce and politics on the supply side. In commerce, Amazon's customers want books and Amazon wants to sell books. While citizens want influence in the public sphere, however, politicians and officials typically do not want to give citizens power to influence the public sphere. Although there are counterexamples, as in some cities (such as Belo Horizonte) in Brazil, where 10% of the electorate directly influences public spending online through the Participatory Budgeting process, these cases are few and far between.

Another important factor is that there are much more ambiguous benefits in politics than in other spheres. While it is well understood that amassing more Facebook, Amazon or Google users will result in more money or fame, it is less well know what the benefits of more public deliberation or accountability might be. Since the factors that explain platform success in other areas don't translate to politics, Fung concludes, there is less innovation in the supply side.

In order to understand cases in which ICT platforms have nevertheless become important on the local level, Fung and his colleagues carried out a large case study analysis of specific examples from Brazil, Chile, Kenya, India, and Slovakia. Through analyzing these cases, which include such examples as São Paolo's Cidade Democrática, Santiago's Reclamos, Nairobi's Budget Tracking Tool and others, the researchers arrive at three key conclusions.

  1. ICT platforms that have had success within the realm of politics that Fung is interested in have been characterized by the predominance of professionals and organizations among their users. The main users of Cidade Democratica, for example, are organizations and professionals.
  2. Second, ICTs do not necessarily act independently. Instead, journalism and media play an important role, and even make up the main base of users for platforms like Bratislava's Fair Play Alliance and Mumbai Votes. After all, ICT can help journalists reduce research costs and represents a neutral and credible source.
  3. ICT's do not go around or undermine traditional NGOs and government. Instead, at least in the cases examined, they are typically effective because they operate through these existing organizations. Kiirti in Bangalore is one example.

The bottom line from Fung's case study analysis is that getting context right can be more important for an ICT platform's success than getting the technology right. Typically, the uptake of a platform only occurs once all other pieces are in place.

In the final part of his talk, Fung addressed audience questions, many of which related to Fung's chosen standards for a killer platform. One audience member asked why Facebook could not be considered a killer platform, given its many uses for political purposes. After all, Facebook enables a kind of action to occur that would have occurred before, since it can often be accessed even in countries where public gatherings may be restricted. Another questioned why Wikileaks was not considered a killer platform. Fung replied that while Wikileaks does bring together people and information better, a killer platform would need to transform the nature of politics from group to individuals, which no existing platform has yet achieved.
