The demise of Moammar Gadhafi’s regime gave Abdulhafid Sidoun a second chance at life.

Six days before Sidoun was to be executed for promoting democracy in Libya, rebels toppled the government and emptied the country’s jails of its political prisoners. After more than five months of beatings and abuse on death row, Sidoun was free. Weeks later, Gadhafi was dead, gunned down by the rebels.

Sidoun’s fight to bring democracy and accountability to Libya is far from over. Qadaffi’s 40-year stranglehold starved Libya of political debate and evolution, and Sidoun knew he needed a crash-course in building an open, stable society. He received one this summer at Stanford, joining 23 other pro-democracy advocates from 22 countries in the Draper Hills Summer Fellows Program on Democracy and Development.

“Gadhafi is gone, but we still have a corrupt system we need to clean up,” says Sidoun, a Tripoli-based lawyer who waged a social media campaign to unite Gadhafi opponents. “My country needs me now. I have to work with my friends and colleagues and other lawyers and tell them what I’ve learned.”

He has chronic back pain from the blows dealt by prison guards. And he winces when he talks about being torn from his family and isolated in a dark cell where he had no idea how – or even whether – the revolt against Gadhafi was unfolding until rebels broke him free.

For three weeks in late July and early August, Sidoun and the other fellows participated in faculty-led sessions on democracy, economic development, global health and hunger, human rights and the new technologies making it easier to organize and inspire reform. They took field trips to San Francisco and Monterey and met with officials at Google, Facebook and the Omidyar Network, a philanthropic investment firm that is contributing to the fellowship program.

And they spent time getting to know each other. Entrepreneurs, lawyers, journalists, politicians and civil society leaders sharing stories of overwhelming repression and the small successes they’ve had in trying to reform governments in places like Chile, China, Serbia and Zimbabwe.

“Everyone here has different stories and cultures, but we all talk about the same corruption,” Sidoun says. “We are learning that our problems are not very different.”

Fighting ignorance, encouraging debate

Now in its eighth year, the Draper Hills program – run by the Center on Democracy, Development and the Rule of Law at Stanford’s Freeman Spogli Institute for International Studies – has created and grown a worldwide network of up-and-coming leaders.

About 200 fellows from more than 60 countries have passed through the program and are now trying to craft policy and bring about political and economic reform.

“Many governments in Latin America are suffering from very strong political leaders who were elected presidents but think they are little kings or queens who own the country,” says Laura Alonso, a national representative in the Argentine Congress selected as one of this year’s fellows.

“The main problem is that the people who become so powerful distort the rule of law,” she says. “There is a rule of law for their friends and a different rule of law for their enemies. So this is what I want to go home and address – how can we have a rule of law that applies to everyone? My time at Stanford is giving me the perspective I need to go back to the basics of democracy.”

The fellowship program also addresses the overlap of business and government, and has increased its emphasis on the role entrepreneurs play in building democracy.

"We have brought a few entrepreneurs into the group of fellows," says Kathryn Stoner, an expert on Russia who lectured to the fellows about democratic transitions. "It is good for them to know how to get around corrupt practices in government. We also know that a strong middle class is the backbone of democracy. Once people have property, they tend to want to protect it as well as to demand representation for any taxes they pay. Encouraging entrepreneurship then is a good way to pursue both economic and political development worldwide."

While they’re all at Stanford to learn, the fellows are eager to share their newfound knowledge.

Bassim Assuqair was raised in Yemen by parents who forbade him from working as a teenager so he could devote all his energy to his studies. After earning a degree in English education from Sana’a University, he has worked for various development organizations. But he’s most interested in organizing Yemen’s youth and teaching them about the benefits of living in a country with free elections and the rule of law.

“There is so much ignorance, so much illiteracy in my country,” he says. “The people aren’t bad. They’re simple. They need awareness. I want them to know peace. It’s my task – I am ordering myself – to explain to others what I’m learning here.”

Kamal Siddiqi is another self-styled evangelist of democracy. As editor of The Express Tribune, an English-language daily in Pakistan, Siddiqi uses the newspaper as a check on government power while making the case that “a very bad elected prime minister is still better than a very good dictator.”

As a Draper Hills fellow, Siddiqi picked up technological tips and made connections with Stanford faculty that will help him better monitor crime, corruption and his country’s upcoming elections.

“I want to draw on the strength of the faculty and fellows of CDDRL to write for my newspaper,” he says. “They will play a part in my attempt to introduce some more ideas and issues in the general debate on elections and democracy.”

A chance to reflect

When FSI Director Coit D. Blacker and a core group of FSI’s senior fellows – including CDDRL Director Larry Diamond, Stoner-Weiss, former Stanford President Gerhard Casper and Michael A. McFaul, now Washington’s ambassador to Moscow – created the fellowship program, they wanted to give practitioners a chance to reflect and learn about democratic theory.

"We felt that practitioners from developing countries or countries in political and economic transition often feel isolated in the work that they do and they burn out," says Stoner-Weiss. "There were no such programs for international practitioners when we began eight years ago. We wanted to provide them with a sense of international community and the knowledge that they are not toiling away on their own." 

And the lessons the fellows learn from Stanford faculty can be invaluable. When it comes to building a constitution – something several of the fellows grapple with – Francis Fukuyama says there’s only a certain amount of time for a newly formed government to “get it right.”

“If you don’t, your window of opportunity slams shut,” says Fukuyama, a FSI senior fellow who lectured to the group about economic development and governance.

“But you don’t want to invite more problems by not thinking through exactly what kind of government you want," he says. "You need to have a theoretical and academic perspective.”

And the learning goes both ways.

“I’m getting the problems and issues of 22 countries downloaded onto me in a very short period of time,” says Erik Jensen, a law professor and CDDRL faculty member who also helped start the fellowship program.

“The fellows bring important insights and opinions that don’t land on the front page of The New York Times, but are integral to understanding what’s going on in the developing world,” he says. “That’s pretty great to have in one room.”

Courage, risk and magic

After building momentum and attracting a growing number of faculty who wanted to work with the fellows, the program that began in 2005 quickly caught the interest of venture capitalist Bill Draper and philanthropist Ingrid Hills. Their $1.5 million gift gave the program its name in 2007.

Draper’s interest in the program is deeply tied to his background running the United Nations Development Programme between 1986 and 1994.

“There are wonderfully courageous leaders in this world who are willing to take risks,” Draper says. “It’s magical what can happen, and I’ve seen how one person really can make an enormous difference. A lot of people selected for this fellowship program have that opportunity.”

Hills anticipates the fellows will create a network that extends beyond the three weeks they spend together at Stanford. And former fellows plan to connect in Africa later this year to explore how to combat regional corruption and increase government accountability.

“My hope is that the program will give the fellows the knowledge and tools to build an infrastructure in their respective countries based on democratic principles,” Hills said.

Diamond, whose opening day lecture on defining democracy sets the stage for the learning that unfolds over the coming weeks, says the program ultimately invests in people with the potential to expand democracy.

“It gives them skills, ideas and comparative experiences to draw on,” he says. “Some of these people will continue to work in an important and incremental way to advance and defend human rights and the rule of law. Some will go on to have very prominent roles in government and civil society.”

Life sentence

Some of them, like Ethiopia’s Birtukan Midekssa, are already renowned political leaders whose stories underscore the most extreme hardships of building democracy.

By the second time Midekssa was in prison, her daughter was old enough to ask if her mother was going to come home.

“I’ll be back,” Midekssa told the 3-year-old. But the promise was tenuous. She was serving a life sentence, convicted of trying to overthrow Ethiopia’s constitutional order. Her actual crime was promoting honest democracy in a country run by a government intolerant of dissent and dismissive of civil liberties.

She was first sentenced to life in prison in 2005. Her daughter was 8 months old and Midekssa – then a federal judge – was just elected deputy chair of the Coalition for Unity and Democracy. Her party had won a majority in parliament, but Prime Minister Meles Zenawi cracked down on the rising opposition. Midekssa and about 30,000 others were thrown in jail. Security forces killed nearly 200 demonstrators during rallies that began peacefully.

Midekssa was pardoned 18 months later, but re-arrested in 2008 after being accused of violating the terms of that agreement. She had also recently been elected chair of a new opposition group.

“They had me in solitary confinement and cut off from the entire world,” she says. “Sometimes I felt like the whole world was forgetting about me.”

It had not. When she was pardoned again in 2010, throngs of overjoyed supporters greeted her with shouts, songs and dance when she returned to her neighborhood in Addis Ababa.

But Midekssa was drained. Her party was weakened and her political prospects were uncertain. With few options in Ethiopia, she and her daughter moved to the United States in 2011.

“There was little I could do,” she says. “I wanted to learn more, study more and figure out how to establish democracy and stability.”

Landing a Draper Hills fellowship meant the chance to tap into a deep academic perspective and think about how she might take another pass at building democracy when Ethiopia’s authoritarian system shows some sign of opening up.

“She’s not a revolutionary in favor of violence or radical change,” Diamond says. “If the regime decides it wants to negotiate a process of political reform and put the political system on the foundations of greater legitimacy, she’s one of the first people they’d need to reach out to.”

But until they do, Midekssa will wait patiently. Studying. Retooling. Sharing her experiences. And repeating the promise she made to her daughter years ago:

“I’ll be back.”

Adi Greif is a Ph.D. candidate in Political Science at Yale University and a pre-doc at CDDRL from 2013-2015. Her dissertation, "The Long-Term Impact of Colonization on Gender", investigates why gender equality varies by former colonizer (French or British) in the Middle East and globally. It uses cross-national statistics, a regression discontinuity across the former colonial border in Cameroon, and interviews from Egypt and Jordan. Her research abroad was supported by a Macmillan Dissertation Fellowship.

Adi's research interests are colonialism, international alliances, state formation and comparative gender policies with focus on the Middle East and sub-Saharan Africa. She has lived in Egypt, Jordan, and Morocco, and visited Tunisia, the United Arab Emirates, and Turkey. Adi holds an M.A. in Political Science from (Yale University) and a B.A with honors in Political Science and a minor in Math (Stanford University). Before coming to Yale, she worked at the United States Institute of Peace in Washington, D.C. through the Tom Ford Fellowship in Philanthropy.

In a piece for the Stanford Daily, Nadejda Marques, manager of the Program on Human Rights at the CDDRL, writes about Human Trafficking Awareness Day in the United States and the need for a global response to a problem that victimizes millions of people per year. In addition to awareness, the author emphasizes the need to dedicate more resources to research and interdisciplinary methodologies that include the causes and conditions of vulnerability among different groups of people and varied contexts.

By an act of Congress, today, Jan. 11, is Human Trafficking Awareness Day in the United States. President Obama has taken important steps to recognize the nation’s responsibility to “prevent, identify and aggressively combat” human trafficking. The Department of State has included the United States in its Trafficking in Persons Report 2010 and individual states have adopted important legislation to combat human trafficking. For instance, on Jan. 1, California became the first state to require major retailers and manufacturers doing business within its borders to publicly disclose measures taken to eradicate forced labor and human trafficking from their supply and distribution chains. However, as many of these measures do not provide for clear penalties but instead seek to provide citizens and consumers with information on the conditions under which the products they purchase are produced, they are unlikely to effectuate significant change.

Human trafficking is a global problem that calls for a global response, because, as President Obama observed in 2011, “no country can claim immunity from the scourge of human rights abuses, or from the responsibility to confront them.” In fact, no government can claim immunity, nor can intergovernmental organizations such as the United Nations, domestic businesses, multinational corporations and civil society. There is a convenient reluctance to admit that trafficking is a response to market demands, weak or perverse labor and immigration legislation, absence of penalties for abusers and obscene economic and development disparities, including gender and ethnic inequities.

A Human Trafficking Awareness Day serves to call attention to a problem that we’ve been avoiding for centuries. We are so good at avoiding the scope of the problem that we are unable even to put a number to it. Estimates vary widely, ranging from 4 million to 27 million victims per year. The nomenclature employed is as unclear as the breadth of the problem: sex trafficking, bonded labor, forced child labor, debt bondage, involuntary domestic servitude and child soldiers are all terms employed to subsets of the broader problem.

There is an urgent need to raise awareness to this problem and the millions who are victimized by trafficking. To begin with, a clear understanding of the problem would be a good start. The United Nations defines trafficking in human beings by emphasizing three elements: the movement or receipt of people; some form of threat, force, coercion or deceit; and the purpose of exploitation. We need greater investment in effort to stop trafficking. We should dedicate more resources to research, developing interdisciplinary methodologies that include the causes and conditions of vulnerability among different groups in the varied contexts of war and peace to respond and combat the problem more effectively. We should develop public policy to curb the growing economic inequalities that exacerbate conditions in which human trafficking tends to occur. For our part, the Program on Human Rights at the Center on Democracy, Development and Rule of Law (CDDRL) will sponsor an international speaker series and workshops over the next two quarters to promote debate and discussion on solutions for human trafficking worldwide.

In short, we are trying to promote an approach that includes international cooperation as well as an active role for local and international business and organizations, the United Nations, the World Bank, philanthropic institutions and non-governmental organization — an approach that will work today, Jan. 11, as well as the other 364 days each year in which human trafficking continues.

Enrique Peña Nieto was elected Mexico's president promising to curb the drug-related violence that exploded during Felipe Calderon’s past six years in office. His victory means the Institutional Revolutionary Party, or PRI, will return to power after being defeated 12 years ago in the country’s first truly democratic election.

The PRI has a complicated history of corruption. But it also built a reputation for guaranteeing political stability and making the peace among Mexican post-revolutionary warlords during its 71 years as the country’s ruling party.

Associate professor of political science Beatriz Magaloni talks about what to expect from Peña Nieto, what his policies may mean for Mexican-U.S. relations, and how his government would likely allow drug cartels some freedom to operate in exchange for the promise of peace.

Magaloni is the director of the Program on Poverty and Governance at the Center on Democracy, Development, and the Rule of Law at Stanford’s Freeman Spogli Institute for International Studies.

What do we know about Enrique Peña Nieto? Who is he?

His campaign slogan was “Because you know me.” But the paradox is that nobody knows him at all. He’s been the governor of Mexico State for six years, but he doesn’t have a particularly good or impressive record. There hasn’t been a lot of scrutiny of his performance, and people perceive him as a product of the media. He’s married to a soap opera star, and he’s known for his good looks – but also his shallowness. He was asked to list three books that have influenced him, and he had a lot of trouble answering the question.

Peña Nieto is the new face of an old party. What did the PRI accomplish in its 71 years of power?

Mexico had a social revolution in 1910. After the revolution there was continuous violence for almost two decades, and the PRI was created to put an end to the violence by bringing together all the post-revolutionary warlords into one single organization. The idea was they would stop killing each other and as long as they joined this organization, they would be guaranteed a piece of the pie.

The party did tame violence in Mexico, and that’s a big accomplishment. The party also has a history of social reform. They organized massive land redistribution, expanded welfare benefits to workers and oversaw moderate economic growth.

But the PRI was so successful in monopolizing power that they became increasingly corrupt. In the end, the corruption wound up destroying Mexico’s development. By the time of the PRI loss in 2000, we had more than 20 years of economic catastrophe. There was huge inflation, devaluation, unemployment, and a lot of corruption that was exceedingly destructive.

What does corruption in Mexico look like today, and how can it be addressed?

The relationships among cartels, police and politicians are very complicated throughout the country. Mexico has 31 states and one federal district. There are more than 2,400 municipalities, each with its own police force. There are also state and federal police. There are about 15 cartels, and as many as 10 different gangs operating in many of the larger cities. So in each region, you never know who the police are really working for.

The drug trade is so profitable that there are huge incentives for vast sectors of Mexican society to participate. You have to offer people opportunities and chances to make money outside of the drug market. You have to give civil society groups the room they need to grow and influence communities. Tijuana has been successful in turning things around. There was a big push to engage entrepreneurs and make them understand it was up to them to reclaim the city. They helped support the arts and culture. And, most importantly, they gave young people opportunities.

There have been at least 50,000 drug-related killings during Calderon’s term. Why has it been such a bloody six years?

This is a big debate. Some people blame Calderon’s policy of attacking the cartels, which they say forced them to strike back with more force. They say that if he didn’t do that, Mexico wouldn’t be as violent as it is now. Implicit in that critique is that Mexico shouldn’t have done anything about the drug problem. This is the argument that PRI is capitalizing on now – this notion that things were better off when we did nothing.

The other argument from Calderon and his supporters is that criminal organizations were already out of control when he took office. He said cartels were the de facto power holders in vast areas of the territory throughout Mexico, and the government had to do something about it to regain control.

How will the drug war shift?

Peña Nieto says he’s going to control the violence more than fight the cartels. So that’s implying that you have to let the cartels operate. Wars are ended with either a pact or a victory. There can be no victory as long as the drug market is as lucrative as it is. So you need a pact that says as long as the cartels don’t kill or kidnap or do violence, they can operate. But the problem with that is they will continue to be extremely powerful and in control of state institutions. It is very hard to draw the line between that kind of pact and absolute state corruption. I fear it’s hard to reach that pact without acknowledging that Mexico will never have rule of law.

It is clear that we cannot continue with the violence as it is. That’s the biggest thing that needs to be addressed. People are suffering so much. Crimes are not being solved. There is no real sense of justice.

As Mexico’s neighbor and the largest consumer of drugs moving out of Mexico, what role does the United States need to play in reducing the violence?

Much of the problem is about the demand for drugs in the U.S. That’s the source. But people aren’t going to stop consuming drugs. So you need to do something about the legal nature of drugs. Making all drug use and trafficking into an illegal activity is what’s fueling a lot of the violence. So if you legalize drugs – that doesn’t mean you sell them as freely as you sell alcohol, but you can sell them under legal regulation – I think violence will be reduced. And if the United States doesn’t become more engaged and rethink its policies, the violence is going to eventually come across its borders.

The Center on Democracy, Development, and the Rule of Law (CDDRL) congratulates Landry Signé for his recent awards in recognition of his pioneering work to advance democratic causes and community leadership in North America. Signé is a 2011-2013 Banting Postdoctoral Fellow at CDDRL where he researches the conditions that create, maintain and sustain democracies and economic development. His Banting fellowship is supported by the Social Sciences and Humanities Research Council of Canada. Prior to joining CDDRL, Signé was a visiting scholar at the Stanford Center on African Studies.

On May 19, Signé received the Outstanding Visionary Leadership Award during the 2012 African Network Conference in San Jose, California. Signé was recognized by The African Network for his pioneering role in promoting entrepreneurial opportunities, accountable governance, and economic development for Africa in the Silicon Valley and North America. Signé has been helping to redefine Africa as a continent of economic opportunity through an innovative course he teaches at Stanford Continuing Studies bringing Silicon Valley executives and Stanford students together to spur business and investment strategies.

A week earlier, Signé was awarded the Jury’s Favorite Award for Vision and Inspiration by the African Business Network during their Excellence Vision and Inspiration Gala in Montreal, Canada. Signé was bestowed with this award for his work with the Political Commission of Montreal, the United Nations Association of Canada-Montreal, and the United Nations Missions Committee in New York to champion projects to advance political, economic and social development. One of the projects he supported reinforced the importance of art for economic development, and resulted in a $26 million grant allocated to the Montreal Museum of Fine Art by the Government of Quebec and the Government of Canada.

Signé dedicated the award to, “All the people and institutions who - undercover or in the spotlight - contribute through their visionary actions to improve citizen involvement, to create more individual and collective opportunities, and to generate a better and happier life for the current and next generations.”

Signé completed his PhD in political science in 2010 with the Award of Excellence from the University of Montreal, and has been bequeathed the Award for Best International PhD Dissertation of 2011 by the Center for International Studies and Research. Signé is a member of the Stanford University Provost's Advisory Committee on Postdoctoral Affairs and is the co-chair of the Stanford University Postdoctoral Association whose mission is to represent and advocate for the interests of the postdoctoral scholar community, and to enrich their experience at Stanford University.

The provision of public goods and services - education, healthcare, sanitation, potable water and other government benefits - are linked to issues of governance. The Program on Poverty and Governance at the Center on Democracy, Development and the Rule of Law (CDDRL) together with the Center for Latin American Studies will host a conference on May 18-19 at Stanford University to explore how governance impacts the provision of public goods and services throughout the world.

The conference will bring together an interdisciplinary group of economists, political scientists, policymakers, and public health researchers to present on-going research on the links between governance and public goods provisions. The conference will also focus on government corruption, electoral clientelism and the critical role of external actors in the provision and delivery of public goods.

According to Beatriz Magaloni, the director of the Program on Poverty and Governance at CDDRL, “A goal of the conference is to present pioneering research on the major issues facing public goods provision in developing economies and to explore a variety of institutional, political, and international factors that work to improve or hinder government capacity and accountability in service delivery.”

Conference speakers include: Stephen D. Krasner, professor of international relations and deputy director of the Freeman Spogli Institute at Stanford University, commenting on external actors and the provision of goods in areas of limited statehood; Stuti Khemani, senior economist at the World Bank, who will speak about information access and public health benefits; Miriam Goldman, visiting research scholar from Princeton University, who will examine corruption and electricity in India; Edward Miguel, director of the Center for Effective Global Action at UC Berkeley, who will present on institutional reform through minority participation; and James D. Fearon, professor of political science at Stanford University and CDDRL affiliated faculty, and David Laitin, professor of political science and Center for International Security and Cooperation (CISAC) affiliated faculty who will both serve as distinguished discussants.

Adrian Bonifacio, a second generation Filipino-American from Chicago, is one of the recipients of the Program on Human Rights and the McCoy Family Center for Ethics in Society's 2012 Human Rights Fellowship.  The Program on Human Rights at the Center on Democracy, Development, and the Rule of Law together with the McCoy Family Center for Ethics in Society offer four annual summer fellowships in human rights open to Stanford undergraduates interested in working for organizations, government agencies, NGOs or international organizations that promote or defend human rights.

This summer, Bonifacio will work with the Asian Pacific Mission for Migrants, a non-governmental organization based in Hong Kong that promotes and defends the rights of migrant workers, a majority of whom are Filipino. Filipino immigrants in Hong Kong work predominately as domestic workers. The situation of Filipino diasporas is very complex with more than 10% of the Filipino population abroad, and over 4,000 Filipinos leaving the country every day.

Passionate about Filipino and Filipino-American issues relating to human rights such as migration, exploitation, and servitude, Stanford undergraduate Bonifacio has joined Filipino groups such as Stanford’s Pilipino American Student Union (PASU) and Anakbayan Silicon Valley, a youth organization based in Santa Clara County. He is currently pursuing a major in international relations with a minor in economics as well as co-term masters degree in sociology.

In the 1970s, Filipino dictator Ferdinand Marcos began the Labor Export Policy (LEP), a deliberate policy to send Filipino workers abroad. “This became a vicious cycle, the Philippines tried to achieve economic development based on remittances but because it sends both high skill and low skill workers abroad, and because the remittances they send are not usually put towards investment and long term development, there is not much progress happening in the country," explained Bonifacio. "Every president since Marcos has continued to promote the LEP in the name of national development.”

Last summer, Bonifacio worked for HURIGHTS OSAKA, a human rights non-profit organization, where he conducted research related to Filipino migrants in Japan to understand the link between human rights and remittances. “Although it was difficult integrating with the community in such a limited timeframe, a lot of different opportunities presented themselves—celebrating Philippine Independence Day, cooking Filipino food for events, even performing traditional dances," said Bonifacio. "My supervisor at work and all the migrants I have come to know made my transition into life in Japan, as well as my research, much easier.”

Japan and agencies in the Philippines that facilitate labor migration are notorious for abusing “entertainment visas” which allowed young women to be trafficked into Japan. Many Filipino women were promised jobs in high-end hotels as singers or dancers, but upon arrival in Japan, were trafficked into bars, with some entering prostitution rings and red light districts... Starting in the mid-1980s, many Japanese men in rural areas began to “import” Filipino women as mail-order brides, to solve the demographic problem of low birth rates caused largely by women moving out to cities to pursue professional careers.

Although the mail-order bride phenomenon has died down and Japan has since abolished the entertainment visa in 2006, there are still cases of abuse and human trafficking. Moreover, Filipino men have a history of working in construction, often as day laborers with insecure sources of income and housing. According to Bonifacio, “It is hard to determine the proportion of remittances that come from exploitation, but if you look at general trends and the types of employment Filipinos have all over the world—for example as “entertainers” in Japan or domestic workers in Hong Kong, Saudi Arabia, and even the United States—one could say that remittances and exploitation are closely connected.”

In preparation for his fellowship in Hong Kong Bonifacio says, “I was humbled by what I saw in Japan. I think that one of the best things one can do to educate oneself - and something that does not always happen in a classroom - is to understand the community we want to serve. We need to learn about the issues these communities face before considering fighting for change.”
