The Chen administration has attempted to deal with the growing economic and technological links across the Taiwan Straits through confrontation with and coercion against Taiwanese businesses with investments in the People's Republic of China. These attempts have done little to stop the flow of capital and knowledge from Taiwan to China, but this failure is not necessarily bad for Taiwan even as it is a boon for China. This talk will address in which sectors and in what ways the flow of Taiwanese business activities to China have been beneficial or detrimental to each economy. Looking forward, the talk will also attempt to answer how further integration will benefit each side.

Douglas Fuller has spent over ten years researching technological development in East Asia. Most recently, he completed a doctorate at MIT in political economy. The topic of his thesis was technological development in China's IT industry. For this and previous research, he has interviewed IT firms in Malaysia, Japan, Korea, Taiwan, the People's Republic of China and the US. He has published articles in Industry and Innovation and other peer-reviewed journals.

Lyman and Morrison will discuss the Council on Foreign Relations-sponsored Independent Task Force Report on the US and Africa. The Report argues that Africa is becoming steadily more central to the United States and to the rest of the world in ways that transcend humanitarian interests. Africa now plays an increasingly significant role in supplying energy, preventing the spread of terrorism, and halting the devastation of HIV/AIDS. Africa's growing importance is reflected in the intensifying competition with China and other countries for both access to African resources and influence in this region. A more comprehensive U.S. policy toward Africa is needed, the report states, and it lays out recommendations for policymakers to craft that policy. The report is available at www.cfr.org.

Princeton N. Lyman is the Ralph Bunche Senior Fellow and Director for Africa Policy Studies at the Council on Foreign Relations. He is also an Adjunct Professor at Georgetown University. Ambassador Lyman served for over three decades at the U.S. Department of State and the U.S. Agency for International Development (USAID), completing his government service as Assistant Secretary of State for International Organization Affairs. He was previously Ambassador to South Africa, Ambassador to Nigeria, Director of Refugee Programs and Director of the USAID Mission to Ethiopia.

From 1999 to 2000, he was Senior Fellow at the United States Institute of Peace. Ambassador Lyman held the position of Executive Director of the Global Interdependence Initiative of the Aspen Institute (1999 to 2003) and has received the President's Distinguished Service Award and the Department of State Distinguished Honor Award. Ambassador Lyman has published on foreign policy, African affairs, economic development, HIV/AIDS, UN reform, and peacekeeping. He coauthored the Council on Foreign Relations Special Report entitled Giving Meaning to "Never Again": Seeking an Effective Response to the Crisis in Darfur and Beyond. His book, Partner to History: The U.S. Role in South Africa's Transition to Democracy, was published in 2002. He earned his B.A. from the University of California at Berkeley and his Ph.D. in Political Science from Harvard University. He serves as the Co-Director of the Council on Foreign Relations-sponsored Independent Task Force on Africa.

J. Stephen Morrison is Director of the Africa Program and the Task Force on HIV/AIDS at the Center for Strategic and International Studies (CSIS). He joined CSIS in January 2000 and in late 2001, launched the CSIS Task Force on HIV/AIDS. The task force is a multiyear project co-chaired by Senators Bill Frist (R-TN) and John Kerry (D-MA) and funded by the Gates Foundation and the Catherine Marron Foundation. Dr. Morrison co-chaired the reassessment of the U.S. approach to Sudan that laid the basis for the Bush administration push for a negotiated peace settlement, and in the summer of 2002 he organized an energy expert mission to the Sudan peace negotiations in Kenya.

From 1996 through early 2000, Dr. Morrison served on the Secretary of State's Policy Planning Staff, where he was responsible for African affairs and global foreign assistance issues. In that position, he led the State Department's initiative on illicit diamonds and chaired an interagency review of the U.S. government's crisis humanitarian programs. From 1993 to 1995, Dr. Morrison conceptualized and launched USAID's Office of Transition Initiatives; he served as the office's first Deputy Director and created post-conflict programs in Angola and Bosnia. From 1992 until mid-1993, Dr. Morrison was the Democracy and Governance Adviser to the U.S. embassies and USAID missions in Ethiopia and Eritrea. He serves as the Co-Director of the Council on Foreign Relations-sponsored Independent Task Force on Africa.

Professor Park will address the changes that have occurred in the Chinese labor market over the past quarter century, focusing on the extent to which labor market reforms have successfully created a well-functioning market for labor with a high degree of labor mobility. Like other rapidly growing developing countries, China has experienced rapid structural change featuring a steady flow of labor from agriculture to industry, and from rural areas to urban areas. As a transition economy, China has shifted gradually from planned allocation of labor in state-sector jobs to a more open labor market. Although the large magnitudes of these changes are impressive, reform of the labor market has been halting, uneven, and difficult, with much additional reform still required. Prof. Park will look at several dimensions of the Chinese labor market: labor allocation, wage setting, regional differences, and ownership sectors. He will conclude by discussing the key policy challenges that lie ahead.

Albert Park is Associate Professor of Economics and Faculty Associate of the Center for Chinese Studies at the University of Michigan. He is also a research affiliate at the Population Studies Center and chairs the faculty steering committee for Michigan's China Data Center. Dr. Park has been a visiting professor and researcher at Harvard University and Peking University, as well as other research institutions in China and Taiwan, and has served as a consultant for the World Bank on several projects analyzing economic development issues in China, including the Bank's current China Poverty Assessment project. Dr. Park earned a Ph.D. in applied economics from the Food Research Institute and Department of Economics at Stanford University in 1996. His research interests include economic development, economic transition, labor, applied microeconomics, and the Chinese economy. He is involved in numerous collaborative research activities in China, including several large survey projects to study labor market developments in urban areas, and rural education, health, and labor outcomes. He has published over thirty journal articles and chapters in edited volumes, and is the coeditor of a forthcoming volume titled Education and Reform in China. At Michigan, he teaches a graduate course on the microeconomics of development and an undergraduate course on the Chinese economy.

Minxin Pei is a senior associate and director of the China Program at the Carnegie Endowment for International Peace in Washington DC. He received his Ph.D. in political science from Harvard University in 1991 and taught politics at Princeton University from 1992 to 1998. His main interest is U.S.-China relations, the development of democratic political systems, and Chinese politics. He is the author of From Reform to Revolution: The Demise of Communism in China and the Soviet Union (Harvard University Press, 1994) and China's Trapped Transition: The Limits of Developmental Autocracy (Harvard University Press, forthcoming).

His research has been published in Foreign Policy, Foreign Affairs, The National Interest, Modern China, China Quarterly, Journal of Democracy and many edited books. His op-eds have appeared in the Financial Times, New York Times, Washington Post, Christian Science Monitor, and other major newspapers.

he mid-2005 election of Mahmoud Ahmedinejad as Iran's new president left those committed to democratic change in the country feeling shocked and disappointed. At first glance, his victory seemed to signal not only the consolidation of Iran's ruling Islamist autocracy, but also the rejection in principle of democracy and the revival of the ideas and goals of the revolutionary Islamic Republic. While few had thought that another "reformist" would replace outgoing two-term president Mohammad Khatami, just as few had forecast that a "conservative" with Ahmedinejad's hard-line credentials would win. True, a reassertion of conservative political and economic power had been rolling forward for several years. Its most recent milestone had been the fraudulent February 2004 parliamentary elections, which had turned a one-time pocket of reformism into another tame preserve run by Supreme Leader Ayatollah Ali Khamenei and his agents.1 More of the same might have been anticipated in the case of the post-Khatami presidency, but Ahmedinejad seemed worse than expectednot merely a Khamenei crony, but a true believer in the antidemocratic and antiliberal dictates of the late Ayatollah Ruhollah Khomeini.

Fortunately, pronouncements of the death of democracy in Iran are premature.

James S. Fishkin holds the Janet M. Peck Chair in International Communication at Stanford University where he is Professor of Communication and Professor of Political Science. He is also Director of Stanford's new Center for Deliberative Democracy.

Fishkin received his B.A. from Yale in 1970 and holds a Ph.D. in Political Science from Yale as well as a second Ph.D. in Philosophy from Cambridge.

He is the author of a number of books including Democracy and Deliberation: New Directions for Democratic Reform (1991), The Dialogue of Justice (1992 ), The Voice of the People: Public Opinion and Democracy (1995). With Bruce Ackerman he is co-author most recently of Deliberation Day (Yale Press, 2004). He is best known for developing Deliberative Polling-a practice of public consultation that employs random samples of the citizenry to explore how opinions would change if they were more informed. Professor Fishkin and his collaborators have conducted Deliberative Polls in the US, Britain, Australia, Denmark, Bulgaria, China and other countries.

Fishkin has been a Visiting Fellow Commoner at Trinity College, Cambridge as well as a Fellow of the Center for Advanced Study in the Behavioral Sciences at Stanford, a Fellow of the Woodrow Wilson International Center for Scholars at the Smithsonian Institution in Washington and a Guggenheim Fellow.

Many people in China and the US assume that the new Taiwanese national identity is a political ploy which originated with Taiwan's government. Based on ethnographic research in both Taiwan and China, Melissa Brown argues that Taiwanese identity -- in both its ethnic and national forms -- are based on social experience. Because the people of Taiwan and China have had such different social experiences since 1895, Taiwanese identity as distinct from Chinese identity is real. The reality of Taiwanese identity poses challenges for resolving the debate over Taiwan's future relations with China, particularly in nationalistic responses due to lack of Chinese experience with Taiwanese society.

Melissa J. Brown is Assistant Professor of Anthropological Sciences and Research Affiliate at Asia-Pacific Research Center at Stanford University. She has been researching changing identities in Taiwan and China since 1991. Her books include Negotiating Ethnicities in China and Taiwan (University of California, Institute for East Asian Studies, 1996) and Is Taiwan Chinese? The Impact of Culture, Power, and Migration on Changing Identities (University of California Press, 2004).

In today's global economy, access to resources around the world has never been easier. The high tech industry has always been in the forefront of globalization in lowering costs, acquiring talent as well as serving markets. For instance, Asian countries have long been known for their vast manufacturing bases for western high tech industry.

In recent years, thanks to Y2K, India has become the leader in software outsourcing. China, given its expanding economy as well as its open market direction, has rapidly become the emerging location for multi-national semiconductor companies to outsource their product development amidst China's own burgeoning integrated circuit (IC) industry. Mr. Lee has first-hand experience in building and managing an IC product development center in Shanghai, China. He will discuss the challenges of operating a R&D organization in an environment of different languages and cultures. He will also share his vision of the future of the IC industry in China.

Mr. Lee is Group Vice President and general manager of Timing Solutions Products at Integrated Device Technology, Inc.(IDT), a public semiconductor company of $650 million annual sales, focusing on valued-added solutions for communication, consumer and computing markets. He has been with IDT for the last 22 years and has served various management roles. In 2001, he architected the acquisition of Newave Semiconductor Corporation in China and established the Shanghai Product Development Center for IDT. Before joining IDT in 1984, Mr. Lee spent 5 years at Intel Corporation as a technologist for the early development of flash memory technology. Mr. Lee earned his B.S. degree in Electrical Engineering from National Taiwan University in 1975 and M.S. degree from Case Western Reserve University in 1979.

For years policymakers in China have advocated creating "Silicon Valleys" in China, but only recently has China's semiconductor industry taken off. Rather than the state leading the way, economic globalization has created the large flow of capital and knowledge to the developing world that has spurred China's technological development in recent years.

However, not all firms in China benefit equally from these inflows of financial and human capital. Presenting both industry-wide data and case studies of individual firms, Dr. Fuller will explain how the politics of finance in China shape which Chinese chip firms become fast learners able to compete in world markets and which ones remain technological laggards.
