In 1992, a year before his death, Yasusuke Murakami published in Japanese An Anti-Classical Political-Economic Analysis: A Vision for the Next Century (English translation, Stanford, 1996). A work that distilled decades of research and thought by a distinguished economic theorist turned social scientist and philosopher, it sold more than 25,000 copies in Japan despite its highly scholarly nature. The book enjoyed such immediate recognition because it offered a sanguine vision for the community of nations and because Murakami's vision was supported by acute insights on, and seminal analyses of the crucial issues relating to economic growth, equality, peace, and cultural diversity we face at the end of the twentieth century.

This volume presents nine essays - by five political scientists, three economists, and a historian - that critically evaluate the vision and analyses in Murakami's book by focusing on his two key contributions. The first is "polymorphic liberalism," a new type of liberalism that reflects the needs of both developed and developing economies and the realities of the diversity of cultures; the second is "developmentalism," a long-term, multifaceted policy intervention in catch-up economic growth. The volume also contains, as appendixes, two essays that further a more complete understanding of Murakami's book: a brief summary of Murakami's "new economics," his replacement for neoclassical economics, and a discussion of England as the first developmentalist success.

All the essays deal, in one way or another, with Murakami's answers to such questions as: What new world order must be created to best provide peace and security to nations? What shared beliefs or principles can help evolve this new world order that is menaced by regional wars and serious international confrontations caused by political, economic, and ethnic-cultural conflicts? How will the character of industrialization change, and what must we do to best respond to changes that are likely to increase political and economic interdependence among nations? And what roles must the United States, the European Union, and Japan play to secure world peace, to maintain an orderly international trade regime, and to reduce disparity in nations' income and wealth?

The global trend that Samuel P. Huntington has dubbed the "third wave" of democratization has seen more than 60 countries experience democratic transitions since 1974. While these countries have succeeded in bringing down authoritarian regimes and replacing them with freely elected governments, few of them can as yet be considered stable democracies. Most remain engaged in the struggle to consolidate their new and fragile democratic institutions.

Consolidating the Third Wave Democracies provides an in-depth analysis of the challenges that they face. In addition to the complete hardcover edition, Consolidating the Third Wave Democracies is available in two paperback volumes, each introduced by the editors and organized for convenient course use. The first paperback volume, Themes and Perspectives, addresses issues of institutional design, civil-military relations, civil society, and economic development. It brings together some of the world's foremost scholars of democratization, including Robert A. Dahl, Samuel P. Huntington, Juan J. Linz, Guillermo O'Donnell, Adam Przeworski, Philippe C. Schmitter, and Alfred Stepan.

The second paperback volume, Regional Challenges, focuses on developments in Southern Europe, Latin America, Russia, and East Asia, particularly Taiwan and China. It contains essays by leading regional experts, including Yun-han Chu, P. Nikiforos Diamandouros, Thomas B. Gold, Michael McFaul, Andrew J. Nathan, and Hung-mao Tien.

At first glance, the process of democratic transition and consolidation in Russia - and the postcommunist world in general - seems similar to that in other countries that are part of the "third wave" of democratization. The descriptive discourse of "transitology" efficiently identifies the actors, actions, and accidents of postcommunist regime transformations. Scholars already have successfully used concepts from Latin America and Southern Europe such as liberalization, "hard-liners vs. soft-liners," "reforma vs. ruptura," pacts, and founding elections to describe communist regime change. These developments have brought the study of the former communist world into the mainstream, if not the cutting edge, of comparative politics.

Since the collapse of communism and commensurate disappearance of containment as the organizing principle of American foreign policy, U.S. foreign policymakers have lacked a unifying framework for interpreting the international system or a grand strategy for guiding U.S. actions in this system. Lacking a grand strategy, American motivations and objectives in international affairs often seem ambiguous, confused, if not slyly

sinister, to outside observers.

We analyze the acquisition of women's suffrage in 133 countries from 1890 to 1990. Throughout the twentieth century the influence of national political and organizational factors has declined and the importance of international links and influences has become increasingly important. These findings indicate that the franchise has become institutionalized worldwide as a taken-for-granted feature of national citizenship and an integral component of nation-state identity: The prevailing model of political citizenship has become more inclusive.

The authors analyze the nation-state as a worldwide institution constructed

by worldwide cultural and associational processes, developing four main topics: (1) properties of nation-states that result from their exogenously driven construction, including isomorphism, decoupling, and expansive structuration; (2) processes by which rationalistic world culture affects national states; (3) characteristics of world society that enhance the impact of world culture on national states and societies, including conditions favoring the diffusion of world models, expansion of world-level associations, and rationalized scientific and professional authority; (4) dynamic features of world culture and society that generate expansion, conflict, and change, especially the statelessness of world society, legitimation of multiple levels of rationalized actors, and internal inconsistencies and contradictions.

Although democracy is generally considered to be thriving in the Americas, it is in reality shallow and less stable than is assumed. Most of the democratic regimes in Central and South America have yet to achieve the deep and widespread legitimation at the elite and mass levels, and the behavioral consensus on the rules and constraints of democracy, that denote democratic consolidation. This article elaborates the concept of democratic consolidation and explains why it is important for understandingand improvingthe prospects for democracy in the Americas. It identifies three dimensions of democratic consolidation: deepening democratic structures to make them more liberal, accessible, accountable, and representative; strengthening the formal institutions of democracy, including parties, legislatures, and the judicial system; and improving regime performance, both economically and politically (by maintaining order, safeguarding liberty, and combating corruption). Ten specific challenges for democratic consolidation are then analyzed, and the importance of the regional and international environment is emphasized in conclusion.

On 26-27 January 1996, the National Endowment for Democracy's International Forum for Democratic Studies and the Pacific Council on International Policy convened a one-and-a-half-day conference on democratic development and economic growth in East Asia and Latin America. The conference sought to shed light on the relationship between constructing democratic governance and building market economies in both regions.Participating in the meeting were 18 eminent scholars from Asia, Latin America, the United Kingdom, and the United States. Not all participants were able to attend the second day's morning session. About 30 additional scholars, business and community leaders, and members of the press attended as observers. Carl Gershman, president of the National Endowment for Democracy, gave the luncheon address. (Names in italics in this report are identified in the appendix.)

This report summarizes the presentations and comments made during the conference. How can external actors - governments, regional organizations, the United Nations, financial institutions, nongovernmental organizations - affect the process of democratic transition and consolidation? In Beyond Sovereignty, leading scholars and policy experts examine the experiences of a variety of Latin American nations and the relevant characteristics of intergovernmental and nongovernmental organizations to draw lessons that can be applied globally.

The contributors begin by discussing evolving views of sovereignty, democracy, and regional security. They review the past efforts and present capacity of various international organizations - the United Nations, the Organization of American States, external financial institutions, and transnational nongovernmental organizations - to further efforts to deepen democracy. They also offer case studies of how these organizations related to democratic development in Chile, El Salvador, Haiti, and Peru.

The last section applies lessons learned to two problematic regimes: Cuba and Mexico. This timely and useful collection will be of interest to all who study democratic transition and consolidation, comparative politics, Latin American politics, international organizations, and international relations more generally.

"Concern over democracy's uncertain prospects inspired the project that culminates in this volume. Two assumptions shaped the collective effort of its contributors: one, that external actors can contribute to the defense and enhancement of democracy, and two, that tolerance for such external action has increased dramatically--even measures that would once have been widely condemned as impermissible intervention are acquiring a remarkable aura of legitimacy. An increase in tolerance is least marked, however, for unilateral action of a coercive nature, which in the Western Hemisphere usually means action that the Unites States has taken on its own initiative."
