Abstract
Both cultural nationalism and democratic theory seek to legitimate political power by rendering it compatible with the freedom of those over whom it is exercised, i.e., by appeal to a notion of collective self-rule. Both doctrines thus advance a self-referential theory of political legitimacy: their principle of legitimation refers right back to the very persons over whom political power is to be exercised. Since self-referential theories base legitimation in a collective self, they must necessarily combine the question of legitimation with the question of boundaries. The problem is that it is impossible to solve both problems together once it is assumed that the collectivity in question is in principle bounded. Cultural nationalism claims that political power is legitimate insofar as it authentically expresses the nation's pre-political culture, but it cannot fix the nation's cultural boundaries pre-politically. Hence the collapse into ethnic nationalism. The democratic theory of bounded popular sovereignty claims that political power is legitimate insofar as it expresses the people's will, but cannot itself legitimate the pre-political boundaries of the people it presupposes. Hence the collapse into cultural nationalism. Only a theory of unbounded popular sovereignty avoids this collapse of demos into nation into ethnos, but such a theory departs radically from traditional theory. It abandons the notion of a pre-politically constituted "will of the people," supports the formation of global democratic forums, and challenges the legitimacy of unilaterally controlled political boundaries.

Arash Abizadeh is associate professor in the Department of Political Science and associate member of the Department of Philosophy, McGill University, and specializes in contemporary political theory and the history of political philosophy. His research focuses on democratic theory and questions of identity, nationalism, and cosmopolitanism; immigration and border control; and seventeenth- and eighteenth-century philosophy, particularly Hobbes and Rousseau. He is currently finishing a book titled The Oscillations of Thomas Hobbes: Between Insight and the Will.

Stephen Stedman joined CISAC in 1997 as a senior research scholar, and was named a senior fellow at FSI and CISAC and professor of political science (by courtesy) in 2002. He served as the center's acting co-director in 2002-03. Stedman is the former director of Stanford's Ford Dorsey Program in International Policy Studies and is a director of 'Managing Global Insecurity,' a joint project with Stanford, New York University and the Brookings Institution. 

Stedman's research addresses the future of international organizations and institutions, an area of study inspired by his work at the United Nations. In 2003, he was recruited to serve as the research director of the U.N. High-Level Panel on Threats, Challenges and Change. The panel was created by then U.N. Secretary-General Kofi Annan to analyze global security threats and propose far-reaching reforms to the international system. Upon completion of the panel's report, A More Secure World: Our Shared Responsibility, Annan asked Stedman to remain at the U.N. as an assistant secretary-general to help gain worldwide support in implementing the panel's recommendations. Following the U.N. world leaders' summit in September 2005, during which more than 175 heads of state agreed upon a global security agenda developed from the panel's work, Stedman returned to CISAC.

Before coming to Stanford, Stedman was an associate professor of African studies at the Johns Hopkins University School of Advanced International Studies in Washington, D.C. In 1993, he was a Fulbright Senior Research Scholar at the University of the Western Cape in South Africa, where he studied the negotiations for a new constitution. He was an election observer in Angola in 1992 and in South Africa in 1994. He has served as a consultant to the United Nations on issues of peacekeeping in civil war, light weapons proliferation and conflict in Africa, and preventive diplomacy.

Stedman has taught courses on international conflict management, war in the 20th century, and the Rwandan genocide. In 2000, Scott Sagan and he founded the CISAC Interschool Honors Program in International Security Studies. From 1997 to 2003, Stedman and his wife, Corinne Thomas, were the resident fellows in Larkin House, the second largest all-frosh residence. Stedman received his PhD in political science from Stanford in 1988.

Stephen Stedman is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Center on Democracy, Development and the Rule of Law (CDDRL), an affiliated faculty member at CISAC, and professor of political science (by courtesy) at Stanford University. He is director of CDDRL's Fisher Family Honors Program in Democracy, Development and Rule of Law, and will be faculty director of the Program on International Relations in the School of Humanities and Sciences effective Fall 2025.

In 2011-12 Professor Stedman served as the Director for the Global Commission on Elections, Democracy, and Security, a body of eminent persons tasked with developing recommendations on promoting and protecting the integrity of elections and international electoral assistance. The Commission is a joint project of the Kofi Annan Foundation and International IDEA, an intergovernmental organization that works on international democracy and electoral assistance.

In 2003-04 Professor Stedman was Research Director of the United Nations High-level Panel on Threats, Challenges and Change and was a principal drafter of the Panel’s report, A More Secure World: Our Shared Responsibility.

In 2005 he served as Assistant Secretary-General and Special Advisor to the Secretary- General of the United Nations, with responsibility for working with governments to adopt the Panel’s recommendations for strengthening collective security and for implementing changes within the United Nations Secretariat, including the creation of a Peacebuilding Support Office, a Counter Terrorism Task Force, and a Policy Committee to act as a cabinet to the Secretary-General.

His most recent book, with Bruce Jones and Carlos Pascual, is Power and Responsibility: Creating International Order in an Era of Transnational Threats (Washington DC: Brookings Institution, 2009).

Protest, street demonstrations and social unrest have been increasingly prevalent across the European Union. European citizens appear ever more discontent with their national governments and with ‘Europe'. Reforms and policies aimed at countering the challenges of the economic crises and increased global competition are met by strong public opposition. Recent student movements protesting against educational reforms, strikes and massive anti-austerity demonstrations in many European capitals, protest votes for extreme right or left political parties are just some of these manifestations. What translates dissatisfaction to protest and drives these collective actions? How is protest expressed in European politics and in the public sphere today? Who is protesting and against what? Is this growing opposition the result of socio-economic insecurity felt by European citizens due to Europe's increasingly strained economic security and prosperity? Or, has Europe hit the limits of how much integration and diversity it can digest? As the current model of European economic liberalism is attacked by protest groups and populists from both left and right, how does this affect European democracy and the future of the European project?  

Ruby Gropas is Lecturer in International Relations at the Law Faculty of the Democritus University of Thrace, and Research Fellow at the Hellenic Foundation for European and Foreign Policy (ELIAMEP) in Athens, Greece. She studied political science and international relations at ULB (Belgium), management at the State University of Maryland, and holds a PhD from Cambridge University.

Her main research interests lie in European integration and foreign policy, human rights, migration and multiculturalism. She has taught at the University of Athens and was Managing Editor of the Journal of Southeast European and Black Sea Studies (2006-2009). She was Southeast Europe Policy Scholar at the Woodrow Wilson International Center for Scholars in Washington DC (2007, 2009) and a Member of the Organizing Committee of the 3rd Global Forum on Migration and Development (2009). Ruby is Vice-President of the Alexander S. Onassis Public Benefit Foundation Scholars' Association and is currently working on an EU-funded research project on history, identities and modernity.

Armed only with law textbooks, six Stanford law students and faculty advisor and senior research scholar Erik Jensen landed in Kabul, Afghanistan on Feb. 6 on a mission that would last six days.

The group made up Stanford's Afghanistan Legal Education Project (ALEP), a student-led law school project funded by the U.S. State Department that creates textbooks on Afghanistan's legal system specifically for the instruction of Afghani students.

Working with the American University of Afghanistan (AUAF), the project is creating a new generation of lawyers to shape Afghanistan's future.

Since it was founded in 2007 by Stanford law alums Alexander Benard J.D. '08 and Eli Sugarman J.D. '09, the project has published four textbooks. These include an introductory text to the laws of Afghanistan and textbooks on commercial, criminal and international law. Students are currently writing a textbook on constitutional law.

"The whole project is indigenously oriented," Jensen said. "The textbooks are written in response to needs and demands of Afghan students, and we try to contextualize our work as much as we can to the politics, economics and social order in Afghanistan."

The purpose of the recent trip to Kabul was to explore the future and progress of the project. Students attended classes that are currently taught using ALEP textbooks, got feedback from Afghani students and professors and interacted with administrators at the AUAF to see where the project is headed.

"Sitting in on the classes and meeting with the students was for us a priority, because that's the best way we can get feedback on our books and make the project better," said Daniel Lewis LAW '12 and ALEP co-executive director.

After meeting with the president of AUAF, the group agreed that the ultimate goal for the project is to build a complete law school curriculum.

"The time frame is uncertain, but we're expanding really quickly," Lewis said.

In addition to rolling out the new textbook, ALEP plans to introduce new classes in the fall on Islamic law and the informal justice system in Afghanistan, taught by a collaborating Afghan professor and an affiliated postdoctoral fellow. Workshops on practical skills such as negotiation and writing are also on the horizon, as well as translations of the books into Dari and Pashto.

The group met other notable Afghan and American officials, including the dean at the Kabul University School of Law, university professors from the most populated provinces and Ambassador Hans Klemm, coordinating director of rule of law and law enforcement at the Embassy of the United States in Kabul.

"All the high officials we met with were extraordinarily supportive of the project," Jensen said.

"We'd gone over there expecting it wouldn't really be easy getting our books out there [past AUAF], or that there would be some hostility," Lewis said. "But that really wasn't the case. The feedback was that they were excited to have another resource that was new and updated."

Other universities are not the only other audiences attracted to the project's textbooks, which are available publicly, and for free, online.

"Over the past year or so, people have been downloading them [the books] and using them, some of which we know about and some of which we don't," said Rose Ehler LAW ‘12, another ALEP co-executive director.

The U.S. military has also used the textbooks to familiarize officers with Afghani law. According to Jensen, retired Gen. Stanley McChrystal was "very familiar" with the textbooks.

The Afghan Ministry of Justice, leading judges and legal academics have also expressed interest in the project, according to Lewis.

"It was fascinating to be [in Kabul] as Stanford law students talking to these really important people in Afghanistan...in a knowledgeable way," Lewis said.

But strengthening the AUAF law school and spreading legal education are only the beginning of ALEP's goals.

"The development of the rule of law is historical process. It takes time; there are fits and starts," Jenson said.

"The problem is when you are at Afghanistan's level of development, it will go through years and years of fits and starts...and as society goes through these episodes, it will need a new cadre of leaders to lead to positive episodes," he added.

ALEP seeks to contribute to the formation of these future leaders, not only in the legal profession but also in the country as a whole. By using analytical methods to teach students critical thinking, they hope to bridge the gap between American style legal education and the Afghan reality.

"They [the Afghan students] will see opportunities that we can't see from Stanford, but they can see on the ground in Afghanistan," Jensen said, describing the project as one that is about imagining alternatives so as to prevent oppression.

The law students' person-to-person contact with the Afghani students made it clear that this project extends far beyond what can be seen on paper.

"The passion that we all saw in the students in Afghanistan just increased our passion for the project at Stanford...the heart and soul of the Stanford group is derived from the heart and soul of the Afghan students."

"Everybody on the trip came away saying, ‘Wow, we're actually doing something that's useful here,'" Lewis said.

The trip left the group optimistic about the project's future.

"Student demand is high; we've been successful at retaining some of the best faculty, and we hope that that the [AUAF] law school becomes a center of educational excellence," Jensen said.

Despite the fact that ALEP is no longer the "sole source" of Afghan law textbooks, Jensen is confident about the books' prospects.

"I look forward to the marketplace of competition...I think our books will show themselves to be the best."

Conventional wisdom holds that the emigration of highly skilled workers depletes local human capital developing countries.  But when the very prospect of emigration induces people to invest more in their education, the effects might not be so negative.  We analyze a unique natural quasi-experiment in the Republic of Fiji Islands, where political shocks have provoked one of the largest recorded expoduses of skilled workers from a developing country.  We use rich census and administrative microdata to show that high rates of emigration by tertiary-educated Fiji Islanders not only raised investment in tertiary education in Fiji, but also raised the stock of tertiary-educated people in Fiji - net departures.

Michael Clemens is a senior fellow at the Center for Global Development where he leads the Migration and Development initiatiave.  His research focuses on the effects of international migration from and in developing countries.  Michael joined the Center after completing his Ph.D. in economics at Harvard.  His past writings have focused on the effects of foreign aid, determinants of capital flows and effects of tariff policy in the 19th century and the historical determinants of school system expansion.  Michael has served as a consultant for the World Bank, Bain & Co., the Environmental Defense Fund, and the United Nations Development Program.

Lina Khatib is the manager and co-founder of the Program on Arab Reform and Democracy at Stanford University's Center on Democracy, Development, and the Rule of Law. She is an expert on Middle East politics and media and has published widely on topics such as new media and Islamism, political media and conflict in the Arab world, and the political dynamics in Lebanon and Iran. She is also a Research Fellow at the USC Center on Public Diplomacy at the Annenberg School. She is currently writing a book titled Image Politics in the Middle East for IB Tauris, which examines the power struggles among states, political leaders, political parties, civil society groups, and citizens in the region. She has also recently led a research project on US public diplomacy towards the Arab world in the digital age. She is the author of two books, Filming the Modern Middle East: Politics in the Cinemas of Hollywood and the Arab World (2006), and Lebanese Cinema: Imagining the Civil War and Beyond (2008) and has published widely on Middle East politics. 

In this seminar, she will talk about how Lebanon reached the political crisis it is in right now, the political strategy that has led to it, and what this means for Lebanon's political future.
