This paper presents empirical evidence on a specific mechanism through which demographic transition affects economic growth. The evidence provides support for the models of demographic transition emphasizing the demand for children. Using a panel of African countries during 1985-2000, I show that the AIDS epidemic effects the total fertility rates positively and the school enrollment rates negatively. These patterns are consistent with the theoretical models that argue the existence of a precautionary demand for children in the face of uncertainty about child survival. Parents, who are faced with a high mortality environment for young adults, choose to have more children and provide each of them with less education, leading a reversal in the fertility transition and a reduction in the aggregate amount of human capital investment. The empirical estimates show that a country that has witnessed the average increase in AIDS incidence for Africa, have 0.8 more births and 30 percentage points less primary school enrollment since 1985. The results imply lower economic growth and welfare for the current and future African generations.

We compare the estimated effects of health in a macroeconomic production function model of economic growth with the effects that are found using calibration based on wage regressions. We allow for gradual adjustment in income level towards the steady state which means that both the level and growth of inputs can affect economic growth. We find that the estimated macroeconomic effects of health are positive, and not significantly different from the microeconomic estimates. We find similar results for education provided we instrument schooling levels with literacy rates to correct for measurement error.

This study provides new evidence on the appropriate model of the economic and demographic transition. The episode analyzed is the eradication of hookworm disease in the American South (c. 1910). In previous work (Bleakley 2004), it was shown that the eradication of hookworm disease led to a significant increase in school attendance and literacy. The present study shows that this increase in human capital investment was accompanied by a fertility decrease that was both economically and statistically significant. A decline in the hookworm infection rate from 40 to 20% is associated with a decline in fertility that amounts to 40% of the entire fertility decline observed in the American South between 1910 and 1920. The relative change in fertility and schooling caused by hookworm eradication is approximately equal to aggregate comovements during the period considered. We argue that this evidence is consistent with models of the fertility transition emphasizing economic incentives rather than changing cultural attitudes and birth control technologies. Furthermore our data supports models emphasizing intergenerational altruism. Variables affecting childrens' economic prospects affect parental fertility decisions. A consequence of this finding is that we do not require changes in the economic opportunities faced by parents directly to explain the economic and demographic transition.

Liz McBride, Director of the Post-Conflict Development Initiative at the London-based Internatinal Rescue Committee will discuss state reconstruction challenges following violent conflict in the developing world. McBride is a visiting researcher in the spring quarter at CDDRL. She has worked in humanitarian relief and post-conflict reconstruction in Tanzania and Rwanda. McBride's responsibilities at the International Rescue Committee include creating and ensuring implementation of new institutional program frameworks in response to the changing nature of humanitarian aid; overseeing technical areas of community driven reconstruction, good governance, civil society, local capacity development, conflict resolution and economic development; and supporting service delivery technical units in defining post-conflict strategies and priorities (i.e. health, education). She also works intensively with the International Rescue Committee's primary target post-conflict countries: Sudan and South Sudan, Democratic Republic of Congo, Afghanistan, Liberia.

Richard Bush is a Senior Fellow at the Brookings Institution and Director of its Center for Northeast Asian Policy Studies. The Center serves as a locus for research, analysis, and debate to enhance policy development on the pressing political, eco-nomic, and security issues facing Northeast Asia and U.S. interests in the region.

Bush came to Brookings in July 2002, after serving almost five years as the Chairman and Managing Director of the American Institute in Taiwan (AIT), the mechanism through which the United States Government conducts substantive relations with Taiwan in the absence of diplomatic relations.

Dr. Bush began his professional career in 1977 with the China Council of The Asia Society. In July 1983 he became a staff consultant on the House Foreign Affairs Committee's Subcommittee on Asian and Pacific Affairs. In January 1993 he moved up to the full committee, where he worked on Asia issues and served as liaison with Democratic Members. In July 1995, he became National Intelligence Officer for East Asia and a member of the National Intelligence Council (NIC), which coordinates the analytic work of the intelligence committee. He left the NIC in September 1997 to become head of AIT.

Richard Bush received his undergraduate education at Lawrence University in Appleton, Wisconsin. He did his graduate work in political science at Columbia University, getting an M.A. in 1973 and his Ph.D. in 1978. He is the author of a num-ber of articles on U.S. relations with China and Taiwan, and of At Cross Purposes, a book of essays on the history of America's relations with Taiwan.

In the course of comparative research and consulting work, one comes across many examples of local policies and preferences that clearly reflect worldwide fashions. It is a familiar story, and examples can readily be found from any part of the world. For instance, observing schools in rural West Africa, a group of us watched a teacher conducting a language lessons. She was the only teacher present in the school - it was Friday, and as was often the case, none of the other teachers had come. The lesson was problematic. The teacher was barely literate, and no sixth-grade student could read even a simple sentence in English, supposedly the language of instruction. But hte Ministry of Education official who was with me seemed not to notice. He turned to me and said that was was really needed in the region was improved textbooks, materials, and instruction in science. "After all, our children have to compete in the global economy." Of course, he was following a standard story line, coming from the United States perhaps fifteen years ago. It was formed partly in response to Japanese economic success and has now gone worldwide. It is the conventional little story about the need for reform in science education to facilitate economic development.

A recurring theme in the sociology of education is that schooling produces citizenship or a sense of membership in the nation-state. Much of the literature on civic education explores this theme, either lamenting school failures in this arena or fearing that hyper-successful schools will create massive conformity. Different though these perspectives are they share the premise that schooling is designed to produce national citizens with the national heritage and the nation-state as the crucial and bounded referential standards. This premise is challenged by the development of the human rights movement and its more recent human rights education focus. Human rights has emerged as an influential discourse and this discourse is changing from a solely legal to a broader human rights education focus. Civic education, once the central curricular area for teaching national citizenship, now teaches global citizenship and incorporates a rights discourse that extend beyond national borders.

Morally and analytically, there is no more vexing phenomenon than the persistence of mass poverty. Over the past half-century, remarkable gains have been made in reducing infant mortality, extending life expectancy, raising levels of income and education, reducing the incidence of severe diseases-and even effectively eliminating a few diseases (USAID, 2003). Huge investments of intellectual analysis, empirical research, and development assistance have been invested in the quest to eliminate, or at least dramatically reduce, absolute poverty, which leaves an individual left to survive on less than $2, or even $1, per day. Yet absolute poverty persists on a mass scale throughout much of what has been termed-unfortunately, rather "euphemistically"-the "developing" world. Why?

Mr. Siew began his civil service career at the Ministry of Foreign Affairs in 1962. He was soon appointed vice consul at the ROC?s Consulate General in Kuala Lumpur and then appointed Consul. He held the position of consul for 3 years. Once home, he became a section chief in the East Asian & Pacific Affairs Department at the Ministry of Foreign Affairs. In 1972 he rose to department director-general. Trade negotiations and market promotion were two areas to which he was particularly dedicated. As member of the ruling Kuomintang (KMT), Mr. Siew was elected in July 1988 to the KMT Central Committee. In June 1990 a new premier was appointed and the cabinet was reshuffled. Mr. Siew was appointed Minister of Economic Affairs. In November 1992, he helped to secure formal observer status for the ROC in the General Agreement on Tariffs and Trade (now the World Trade Organization.) In August 1997, soon after the National Assembly had completed a revision of the Constitution, the government reorganized the cabinet. President Lee Teng-hui appointed Mr. Siew premier. He took office in September of that year and held the position until May 2000. Mr. Siew has since retired from government office and spends his time as an ordinary citizen devoting his efforts to education and social welfare.
