Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

Paal is the director of the American Institute in Taiwan, the unofficial instrument for U.S. relations with Taiwan. Previously, he was president of the Asia Pacific Policy Center (APPC), a nonprofit institution in Washington, DC, which advocated bipartisan policy in the promotion of trade and investment, as well as defense and security ties across the Pacific. Prior to forming the APPC, Mr. Paal was special assistant to President Bush for National Security Affairs and senior director for Asian Affairs on the National Security Council, where he also served in the Reagan Administration. Mr. Paal has worked in the State Department with the Policy Planning Staff and as a senior analyst for the CIA. He also served in the U.S. Embassies in Singapore and Beijing. He studied Asian history at Brown and Harvard Universities and the Japanese language in Tokyo. He has published frequently on Asian affairs and national security issues.

Mr. Siew began his civil service career at the Ministry of Foreign Affairs in 1962. He was soon appointed vice consul at the ROC?s Consulate General in Kuala Lumpur and then appointed Consul. He held the position of consul for 3 years. Once home, he became a section chief in the East Asian & Pacific Affairs Department at the Ministry of Foreign Affairs. In 1972 he rose to department director-general. Trade negotiations and market promotion were two areas to which he was particularly dedicated. As member of the ruling Kuomintang (KMT), Mr. Siew was elected in July 1988 to the KMT Central Committee. In June 1990 a new premier was appointed and the cabinet was reshuffled. Mr. Siew was appointed Minister of Economic Affairs. In November 1992, he helped to secure formal observer status for the ROC in the General Agreement on Tariffs and Trade (now the World Trade Organization.) In August 1997, soon after the National Assembly had completed a revision of the Constitution, the government reorganized the cabinet. President Lee Teng-hui appointed Mr. Siew premier. He took office in September of that year and held the position until May 2000. Mr. Siew has since retired from government office and spends his time as an ordinary citizen devoting his efforts to education and social welfare.

In this paper, I draw on the experience of the European Union (EU) to ask under what conditions economic integration furthers democratization. Scholars agree that incentives at the European level have helped democratic transitions in Southern and Eastern Europe. However, there is no agreement on (i) the exact causal mechanisms involved, (ii) the relative size of the effects, (iii) whether this success can be replicated outside or Europe. I address these issues by offering a theory of how integration furthers democratization. I argue economic integration can help citizens resolve the coordination dilemmas they face in holding their rulers accountable. Integration works in two ways: (a) through diffusion of civic culture, it enables citizens to second-guess each other's likely actions in the event of government abuse, (b) through credible conditionality, integration removes the ability of the ruler to lean on some support coalitions while abusing others. An empirical test of the theory strongly confirms that economic integration leads to democracy when its culture-spreading aspect is strongly backed by conditionality. An important aspects of the theory is that it generalizes. The theory and evidence suggest that there are substantial unexploited opportunities for encouraging democracy in Latin America, the Middle East, Africa and Asia.

Gay McDougall has been Executive Director of International Human Rights Law Group since 1994. IHRLG works on human rights programs and initiatives in Africa, Asia, Eastern Europe and the Americas. In 1999, Ms. McDougall was awarded a MacArthur Foundation Fellowship (the "genius award") for her innovative work in the area of international human rights. She has served as an independent expert on the United Nations treaty body overseeing the International Convention on the Elimination of all Forms of Racial Discrimination, and served on the U.N. Sub-Commission on the Prevention of Discrimination and Protection of Minorities, where she was a Special Rapporteur on the issue of systemic rape, sexual slavery and slavery-like practices during armed conflict. Prior to joining IHRLG, Ms. McDougal was an international member of South Africa's Independent Electoral Commission. Lunch will be provided.

For hundreds of years, dictators have ruled Russia. Do they still? In the late 1980s, Soviet President Mikhail Gorbachev launched a series of political reforms that eventually allowed for competitive elections, the emergence of an independent press, the formation of political parties, and the sprouting of civil society. After the collapse of the Soviet Union in 1991, these proto-democratic institutions endured in an independent Russia.

But did the processes unleashed by Gorbachev and continued under Russian President Boris Yeltsin lead eventually to liberal democracy in Russia? If not, what kind of political regime did take hold in post-Soviet Russia? And how has Vladimir Putin's rise to power influenced the course of democratic consolidation or the lack thereof? Between Dictatorship and Democracy seeks to give a comprehensive answer to these fundamental questions about the nature of Russian politics.

Robert Dreeben is one of the most widely read and influential sociologists of education of the past half-century and the author of several important books, one of which (the 1968 classic On What Is Learned in School) has recently been republished by Percheron Press.

In this volume inspired by Dreebens work and career, chapters written by Dreebens colleagues, students, and even one of his mentors present the latest academic research on schools and schooling and examine recent and ongoing school reform policies. The contributors address schooling and socialization, school organization and effects, teaching as an occupation, and other areas of sociology of education where Dreebens research has had a profound impact. A concluding chapter by Dreeben discusses the field of sociology of education as a whole.

The concepts in Stability and Change in American Education demonstrate the centrality of Dreebens work in sociology of education and the relevance of his ideas for understanding schools, teaching, and learning in the twenty-first century. Over the course of the last century, political scientists have been moved by two principal purposes. First, they have sought to understand and explain political phenomena in a way that is both theoretically and empirically grounded. Second, they have analyzed matters of enduring public interest, whether in terms of public policy and political action, fidelity between principle and practice in the organization and conduct of government, or the conditions of freedom, whether of citizens or of states. Many of the central advances made in the field have been prompted by a desire to improve both the quality and our understanding of political life. Nowhere is this tendency more apparent than in research on American politics, a field in which concerns for the public interest have stimulated various important insights.

This volume systematically analyzes the major developments within the broad field of American politics over the past three decades. Each chapter is composed of a core paper that addresses the major puzzles, conversations, and debates that have attended major areas of concern and inquiry within the discipline. These papers examine and evaluate the intellectual evolution and natural history of major areas of political inquiry and chart particularly promising trajectories, puzzles, and concerns for future work. Each core paper is accompanied by a set of shorter commentaries that engage the issues it takes up, thus contributing to an ongoing and lively dialogue among key figures in the field.
