Drawn from outstanding articles published in the Journal of Democracy, The Global Divergence of Democracies follows the enthusiastically received earlier volume, The Global Resurgence of Democracy.

The tremendous momentum of democratic expansion that characterized the 1980s and the first half of the 1990s has drawn to a halt. Significantly, this halt has not yet been followed by a "reverse wave"of democratic breakdowns, and democracy remains unchallenged as a global model and ideal of governance. The values of freedom, human rights, and popular sovereignty have continued to gain strength in the world. The first section of The Global Divergence of Democracies presents a few outstanding examples of the accumulating body of argument and evidence in favor of the universality of democratic principles and their basic compatibility with diverse religious and cultural traditions.

Nonetheless, in practice, the performance of the world's newer democracies has become increasingly varied, a trend reflected in the title of this volume: The Global Divergence of Democracies. The divergence in the quality or depth of democracy is matched by a parallel divergence in progress toward the consolidation of democracy. The second section of this volume is devoted to the hotly contested debate among leading scholars of comparative democracy of the utility and meaning of the concept of consolidation.

A third section examines some of the key building blocks of successful democracy, including political party systems, elections, federalism, the rule of law, a market economy, an independent judiciary, and civilian control of the military. The volume concludes with a series of appraisals of the divergent paths that democracy is taking both among and within various regions of the world, as well as in such key countries as Russia and China. With contributions by more than thirty of the world's leading scholars of democracy, this volume presents the most comprehensive assessment available of the state of democracy in the world at the beginning of the new millennium.

This paper introduces a new methodology to examine the empirical relationship

between democracy and economic growth. Democratic institutions are assumed to affect growth through a series of channels. We specify and estimate a full system of equations determining growth and the channel variables. Results suggest that democracy fosters growth by improving the accumulation of human capital and, less robustly, by lowering income inequality. On the other hand, democracy hinders growth by reducing the rate of physical capital accumulation and, less robustly, by raising the ratio of government consumption to GDP. Once all of these indirect effects are accounted for, the overall effect of democracy on economic growth is moderately negative. Our results indicate that democratic institutions are responsive to the demands of the poor by expanding access to education and lowering income inequality, but do so at the expense of physical capital accumulation.

Expanded scientific activity is thought to benefit national economic development through improved labor force capacities adn the creation of new knolwedge and technology. However, scientific research activity expands as a global process and reflects the penetration of societies by a general rationalistic world culture. The authors point out that scientific expansion and the accompanying cultural penetration legitimate a board progressive agenda of social amelioration (e.g., by identifying environmental and health problems, and social welfare and human rights issues) that can result in regulation and direct constrainsts on productive economic activity in teh short term. Thus, science can be seen as encouraging a trade-off between short-term economic growth and boarder (and longer-term) social development. The effects of dimensions of scientific infrastrucutre on national economic growth are examined over the 1970-1990 period. Cross-national analyses show that the size of a nation's scientific labor force and training system has a positive effect on economic development, supporting conventional theories. However, indicators of national involvement in scientific research activity show negative effects on economic growth. Corollary analyses show that this negative effect is partially explained by the expansion of scientific activity into more socially relevant domains (e.g., medicine, environmental sciences, etc.) thus supporting the main arguments.

The war in the Democratic Republic of the Congo (DRC), which began in August 1998, is unprecedented-at times involving armies from eight African states. Soldiers from Chad are fighting alongside regiments from Namibia, Angola, and Zimbabwe in defense of President Laurent Kabila. And on offense, the two main rebel groups, the Congolese Assembly for Democracy (which is known by the acronym RCD) and the Movement for the Liberation of Congo (MLC), are backed by troops from Uganda and Rwanda. As Susan E. Rice, assistant secretary of state for African affairs, warned the House International Relations Committee in September 1998, "The fighting threatens regional stability, hampers economic progress, endangers the lives of millions of people, perpetuates human rights abuses, and impedes the democratic transformation of Africa's third-largest country." This war, Rice said, is potentially "among the most dangerous conflicts on the globe."

Yet, the war in Congo goes on almost unnoticed outside of Africa. While African heads of state spent much of the last year shuttling across the continent, wrestling with the crisis and searching for a peaceful solution, Congo has been largely missing from the agendas of the Western powers and multilateral organizations. Only in January, when the U.S. representative to the United Nations, Richard Holbrooke, taking advantage of his tenure as Security Council president to draw attention to Africa, did the war enter Western consciousness.

The conflict in the DRC is the first interstate war in sub-Saharan Africa since Uganda invaded Tanzania in 1978, and only the third since 1960. Although Africa is seen as a hotbed of violence and warfare, most conflicts have been intrastate in nature. Norms of sovereignty reinforced by clauses in the charter of the Organization of African Unity (OAU) and the constitutions of the various subregional organizations have effectively prevented cross-border conflict from the time of independence until now. The Ugandan and Rwandan-led invasion of Congo, as well as the presence there of the Southern African Development Community (SADC) intervention force, therefore represents a watershed in the recent history of African conflict. It appears that the forces preventing cross-border conflict since 1960 have become seriously weakened.

What are the implications of the rise of interstate war in Africa for peace and security on the continent? Why have Western powers been so reluctant to take an active role in resolving Africa's first "world war"? And what impact will the changing nature of warfare in Africa have on U.S. policy and the role of the United Nations there?

Professor Karl has published widely on comparative politics and international relations, with special emphasis on the politics of oil-exporting countries, transitions to democracy, problems of inequality, the global politics of human rights, and the resolution of civil wars. Her works on oil, human rights and democracy include The Paradox of Plenty: Oil Booms and Petro-States (University of California Press, 1998), honored as one of the two best books on Latin America by the Latin American Studies Association, the Bottom of the Barrel: Africa's Oil Boom and the Poor (2004 with Ian Gary), the forthcoming New and Old Oil Wars (with Mary Kaldor and Yahia Said), and the forthcoming Overcoming the Resource Curse (with Joseph Stiglitz, Jeffrey Sachs et al). She has also co-authored Limits of Competition (MIT Press, 1996), winner of the Twelve Stars Environmental Prize from the European Community. Karl has published extensively on comparative democratization, ending civil wars in Central America, and political economy. She has conducted field research throughout Latin America, West Africa and Eastern Europe. Her work has been translated into 15 languages.

Karl has a strong interest in U.S. foreign policy and has prepared expert testimony for the U.S. Congress, the Supreme Court, and the United Nations. She served as an advisor to chief U.N. peace negotiators in El Salvador and Guatemala and monitored elections for the United Nations. She accompanied numerous congressional delegations to Central America, lectured frequently before officials of the Department of State, Defense, and the Agency for International Development, and served as an adviser to the Chairman of the House Sub-Committee on Western Hemisphere Affairs of the United States Congress. Karl appears frequently in national and local media. Her most recent opinion piece was published in 25 countries.

Karl has been an expert witness in major human rights and war crimes trials in the United States that have set important legal precedents, most notably the first jury verdict in U.S. history against military commanders for murder and torture under the doctrine of command responsibility and the first jury verdict in U.S. history finding commanders responsible for "crimes against humanity" under the doctrine of command responsibility. In January 2006, her testimony formed the basis for a landmark victory for human rights on the statute of limitations issue. Her testimonies regarding political asylum have been presented to the U.S. Supreme Court and U.S. Circuit courts. She has written over 250 affidavits for political asylum, and she has prepared testimony for the U.S. Attorney General on the extension of temporary protected status for Salvadorans in the United States and the conditions of unaccompanied minors in U.S. custody. As a result of her human rights work, she received the Doctor of Humane Letters, honoris causa from the University of San Francisco in 2005.

Professor Karl has been recognized for "exceptional teaching throughout her career," resulting in her appointment as the William R. and Gretchen Kimball University Fellowship. She has also won the Dean's Award for Excellence in Teaching (1989), the Allan V. Cox Medal for Faculty Excellence Fostering Undergraduate Research (1994), and the Walter J. Gores Award for Excellence in Graduate and Undergraduate Teaching (1997), the University's highest academic prize. Karl served as director of Stanford's Center for Latin American Studies from 1990-2001, was praised by the president of Stanford for elevating the Center for Latin American Studies to "unprecedented levels of intelligent, dynamic, cross-disciplinary activity and public service in literature, arts, social sciences, and professions." In 1997 she was awarded the Rio Branco Prize by the President of Brazil, Fernando Henrique Cardoso, in recognition for her service in fostering academic relations between the United States and Latin America.

This book illuminates the central role played by international nongovernmental organizations (INGOs) in the emergence and development of a comprehensive world polity. The contributors argue that the enormous proliferation of INGOs since 1875including international environmental organizations, human rights groups, bodies formed to regulate technical standards, and economic development organizations, among othersboth reflects and contributes to the spread of global institutions and cultural principles based on models of rationality, individualism, progress, and universalism. The contributors contrast this world-polity perspective to other approaches to understanding globalization, including realist and neo-realist analyses in the field of international relations, and world-system theory and interstate competition theory in sociology.

The volume considers transnational organizing as a historical process of the creation of global rules and norms, changing over time, that have identifiable effects on social organization at the national and local levels. The chapters provide empirical support for this approach, identifying specific mechanisms that translate global cultural assumptions and prescriptions into local social activity, such as the creation of state agencies, the formulation of government policies, and the emergence of social movements. The first part of the book deals with social movement INGOs, including environmental groups, womens rights organizations, the Esperanto movement, and the International Red Cross. The second part treats technical and economic bodies, including the International Organization for Standardization, population policy groups, development organizations, and international professional science associations.

The acceptance of human rights and minority rights, the increasing role of international financial institutions, and globalization have led many observers to question the continued viability of the sovereign state. Here a leading expert challenges this conclusion. Stephen Krasner contends that states have never been as sovereign as some have supposed. Throughout history, rulers have been motivated by a desire to stay in power, not by some abstract adherence to international principles. Organized hypocrisy--the presence of longstanding norms that are frequently violated--has been an enduring attribute of international relations

Political leaders have usually but not always honored international legal sovereignty, the principle that international recognition should be accorded only to juridically independent sovereign states, while treating Westphalian sovereignty, the principle that states have the right to exclude external authority from their own territory, in a much more provisional way. In some instances violations of the principles of sovereignty have been coercive, as in the imposition of minority rights on newly created states after the First World War or the successor states of Yugoslavia after 1990; at other times cooperative, as in the European Human Rights regime or conditionality agreements with the International Monetary Fund.

The author looks at various issues areas to make his argument: minority rights, human rights, sovereign lending, and state creation in the nineteenth and twentieth centuries. Differences in national power and interests, he concludes, not international norms, continue to be the most powerful explanation for the behavior of states.

Extensively revised since the first edition was published in 1989, this analytically balanced and empirically rich volume thoroughly examines the historical, cultural, social, economic, political, and international factors that affect both the prospects for and the nature of political democracy in Latin America.

The book reflects improvements in democratic trends in some countries, but also the erosion of democratic advances in others, with substantial malaise regarding key political actors and institutions and continuing concerns about the impact on democratic consolidation of economic constraints, weak states, judicial inefficacy, and high degrees of inequality. A comprehensive introduction precedes the nine country chapters, which follow a similar format to facilitate comparisons.

The next time Bill Clinton and Boris Yeltsin meet at a U.S.-Russian summit,

three kinds of issues will dominate their agenda's arms control, regional conflicts,

and human rights. In fact, these three issues may dominate the agenda of

future U.S.-Russian summits for a long time. Regarding arms control, the Russian

ratification of START II stands as one of the major stumbling points in U.S.-

Russia relations. The two presidents probably will not meet again until this agreement

has been ratified by the Russian parliament. Regarding regional conflicts,

the American and Russian governments have radically divergent positions concerning

trade with Iran. For several years, the United States has objected to the

Russian-assisted construction of nuclear reactors in Iran, yet the Russian Ministry

of Atomic Energy continues with the project. Regarding human rights,

American officials have quite rightly expressed their outrage concerning the passage

of a new draconian law on religion that restricts the freedom of worship of

most "nontraditional" Russian faiths. In reaction to this law, the U.S. Senate has

threatened to end all aid to Russia.

Although Africa has been one of the least democratic regions of the world, it has been experiencing widespread pressures for democratic change since 1990. Although pressure-from both domestic civil societies and international donors-has failed to bring about a transition to democracy in most cases, it has succeeded in many. Today, about a third of all African countries are at least electoral democracies, and virtually all regimes in sub-Saharan Africa have at least legalized opposition parties. Conventional political science theories view Africa's democratic prospects as grim because of its extreme poverty and deep ethnic divisions. This essay takes a more hopeful and "developmental" view. It argues that democratic change can occur in Africa and must if it is to develop economically. But this will inevitably involve a long-term process of political and social change and, in particular, institution building. African countries need new, more appropriate, and more effective institutions to control corruption, provide a market-oriented enabling environment for economic growth, and generate incentives for political parties to craft broad multiethnic appeals and constituencies. If institutions of governance, electoral politics, and civil society can be strengthened and innovatively designed, there is hope for democracy in Africa. But this will also require heavy international conditionality and pressure for more responsible policies and more effective institutions, as well as greater international support for those African regimes that appear serious about democracy and good governance. African societies are ready for a new democratic beginning, but they require the right institutional frameworks at home and vigorous engagement of the international community if deeply entrenched patterns of statism, corruption, repression, ethnic exclusion, and violence are to be overcome.
