Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Political observers have voiced contrasting opinions about the peace treaty between Israel and the Arab Emirates. Some have seen it as a monumental betrayal, others as an historic breakthrough. Actually, the treaty changes nothing in the Middle East political equation, nor does it attenuate in any way the tragic disregard for the rights of the Palestinians which we have witnessed for so many years now. It is simply a strategic arrangement which has short-term advantages for the United Arab Emirates, Israel and the United States but addresses none of the basic issues.

First of all, this peace treaty cannot be regarded as an historic betrayal of Arab positions. The UAE have been working for years to normalize their relations with Israel. The two countries have established high-level contacts in capitals all over the world and have made it known to the international community by organizing their own leaks: they have also sent signals to Western and Arab public opinion. In recent months, the UAE conveyed humanitarian aid to Palestine via the Ben Gurion airport, in co-ordination with Israeli authorities rather than with their Palestinian counterparts. The peace treaty is a normal, organic stage of this process. True, from a legal point of view, it is a decision which goes counter to the Arab peace initiative of 2002. But this latter had already been abandoned just as the Arab League’s sponsorship which went along with it had already been discredited.

At the same, brutal as it may seem, this agreement does not constitute a betrayal of the Palestinians. Their rights have already been sacrificed in the face of Israel’s determination to destroy any prospect of a Palestinian State by laying siege to the Gaza Strip and by gradually annexing the West Bank. The Palestinians have understood that in the Gulf, only Kuwait and Qatar are determined to reject any US sponsored “deal of the century” unless those Israeli policies are abandoned. Though the peace treaty does contain a clause theoretically putting an end to that territorial colonization. It only stops the annexation legally and formally while backing de facto the pursuance of the illegal colonization process.

Nor is the peace treaty an historic breakthrough. The Palestinian struggle has lost much of its political importance in the eyes of the Arab masses during the last three decades. And though it is still capable of sparking an emotional response and remains apolitical issue for Arab public opinion, it generates much less solidarity that it used to do.

DECLINE OF THE PALESTINIAN CAUSE

This decline has taken place in several stages. The first phase began with the Oslo peace process, which obliged the Palestinians to renounce many of their rights in exchange for the vague promise of a future state, meant to be the fruition of a peace process negotiated under the auspices of the international community. The second phase began with the US invasion of Iraq in 2003. By destroying a traditional Arab power, the United States opened the way for Iranian expansion, the new disruptive element in the geopolitics of the region. In the years that followed, Iran considerably extended its strategic power in the Middle East.

Iranian military expansion climaxed in 2013 with the battle of Al-Qusayr in Syria. Before the Syrian civil war began, the UAE and Saudi Arabia, both members of the Sunni axis in the region, faced off against Iran in low intensity clashes in the Gulf area. Al-Qusayr inaugurated a new era in which Iranian military forces could operate openly in Arab countries and provide support for regimes that are their allies. Not only Syria and Iraq, but also Lebanon and Yemen have become arenas of confrontation, fueled as much by sectarian hyperbole as by the principles of realpolitik.

The Sunni Arab states, which form the so-called “moderate” axis in the Middle East, regard such non-governmental actors as Hezbollah, the Houthi movement in Yemen and the militias of the Popular Mobilization Forces in Iraq as auxiliaries in the Iranian war effort. In this context, the containment of Iran comes before the defense of the Palestinians.

The third event which has relegated the Palestinians to the sidelines of regional geopolitics was the Arab Spring. This foregrounded the issues of democratic emancipation and the overthrow of authoritarianism in many countries. The uprisings showed the extent to which the major ideologies of the past, pan-Arabism or its successor, Islamism, had lost much of their emotional appeal with Arab public opinion. Thus, the Palestinian cause became less visible, except in countries hosting large numbers of Palestinian refugees, like Lebanon and Jordan.

Yet while the Palestinians no longer figure high on the foreign policy agenda of most Arab states, the Arab world is certainly not about to plunge headlong into a collective normalization of relations with Israel. The big Arab countries would be likely to meet with strong public resistance. On the other hand, Bahrain, Oman and Mauritania are prepared to follow in the footsteps of the Emirates, and a modest “bandwagon” effect is not out of the question: other Arab countries could become involved in asymmetric exchanges with Israel in order not to be left out of any future settlement and to stay in the good graces of the USA. Short of complete diplomatic recognition, these steps might include the opening of liaison offices and the authorization of bilateral tourism.

For all these reasons, the peace treaty represents neither a tragic betrayal nor an historic breakthrough. From a strategic point of view, it is a calculated move meant only to offer short-term advantages to the three parties concerned.

THE UAE AND THE PRESERVATION OF A COUNTER-REVOLUTIONARY FRONT

From the UAE viewpoint, the treaty allows them to stand firm at a time when the Arab counter-revolution is in difficulty and imperils their reputation. Since the Arab Spring, the Emirates, along with Saudi Arabia, are at the forefront of the region’s countries which regard the propagation of democratic uprisings in the Middle East as an existential threat. The UAE are the leader of this counter-revolutionary front which advocates a Middle East of stable authoritarian regimes in which their petroleum resources guarantee them a decisive influence. According to this world view, electoral Islamism and political liberalism are two sides of the same coin; both represent radical changes which endanger the internal legitimacy of these regimes. It was the UAE that launched the counter-revolutionary battle and they cannot afford to lose it.

Recently, however, they have begun to lose ground. The Yemeni conflict has turned into a humanitarian disaster.

The over-confidence placed in certain factions to carry on their proxy war, as with General Khalifa Haftar in Libya, has not been repaid on the battlefield. As with the unwise embargo against Qatar, their diplomatic adventurism did not achieve its goals. Their investments in Egypt, aimed at making the Abdel Fattah Al-Sisi regime a model of the new Arab stability, have also failed to extricate the country from its political and economic stagnancy. In short, there is too much chaos and considering the initial investment, a rate of return much too low.

Considering all this, the peace treaty with Israel represents a calculated strategic consolidation. The leadership of the UAE hope to use Israel as a more powerful vector to help them achieve their geopolitical objectives, just as they used Saudi Arabia in the first phase of their counter-revolutionary thrust. The UAE are also protecting themselves against another threat: the shock wave that could result from an internal conflict in Saudi Arabia which would neutralise Mohamed Ben Salman. If this were to occur, the UAE leadership would find itself completely isolated.

Thus, the alliance with Israel offers the UAE some degree of protection in view of their common interests. Both countries share a deep hostility towards Iran and reject the nuclear agreement signed by former US President Obama. Both are equally disappointed by President Trump’s refusal to launch a large-scale military campaign against the Iranian forces. The lack of Trump’s military response in July 2019 after the attack on the Saudi Aramco oil facilities was seen as highly significant. And besides, Israel harbors a silent aversion to the democratization of Arab countries.

ISRAEL SAVES FACE

For Israel, the real advantage of this treaty is not economic. The Emirati leadership will make flashy investments in Israel, if only to show the Palestinians what they missed by turning down the “deal of the century”. But at the end of the day, the financial advantages for Israel will be slender. Trade with the UAE will be overshadowed by the existing exchanges with the USA and the West in general, while conversely the oil-rich UAE have no particular need of Israeli investments.

But Israel benefits from the agreement in other ways. First of all, it adds a little more legitimacy to its role in the regional order of the Middle East, even though it does run the risk of being sucked into the impulsive counter-revolutionary actions of its new peace partner.

Above all, however, Israel can go on pulling the strings in the Palestinians situation. Despite the passing mention in the treaty of a halt to the West Bank annexation process, the Netanyahu government considers this to be merely a temporary pause. The “deal of the century,” drawn up by Donald Trump’s entourage having bogged down this year, in view of the international condemnation of the annexation of the Jordan Valley, this new peace treaty provides an ideal opportunity to save face. Actually, no Israeli colony has been dismantled and no land has been returned to the Palestinians. Yet since the annexation plans have been officially suspended, the Palestinian Authority must remain operative as a political player, which preserves the fiction of a peace process in a bilateral framework.

A PUBLICITY OPERATION FOR TRUMP

A treaty like this is grist to the American mill because it is an excellent PR operation at a time when the presidential campaign is in full swing. The agreement can be passed off as a victory for the Trump administration, and the President can score some points as a successful negotiator. The fulfilment of the White House dream of hosting a peace treaty between Israel and an Arab country provides Trump with an excellent diversion to make voters forget his many governance failings in such areas as the coronavirus pandemic, race relations and other domestic issues.

The peace treaty also serves to hide the fiasco of the “deal of the century.” By claiming to have blocked the controversial annexation plans, the US will try to revive this moribund framework. At the same time, it helps Trump prop up his reputation with certain portions of his electorate. It enables the administration to recover a degree of credibility among liberal Jews who aspire to a collective peace in the Middle East while at the same time reassuring rabid Zionists that Israel’s claims to the West Bank are still on the table.

TOWARDS A “PALESTINIAN SPRING”?

In the last analysis, the real losers here are, as usual, the Palestinians. They will keep up their struggle to obtain the constituent elements of a viable state which include the right of return, a capital in East Jerusalem, and the end of Israel’s illegal occupation of their land. While the UAE, Israel and the USA may derive some short-term advantages from this treaty, the long-term future of the Palestinians is still up in the air.

Left at the periphery of the regional power play, the Palestinian struggle needs a fresh uprising. It is to be hoped that it will not take the form of yet another Intifada but rather that of a Palestinian version of the Arab Spring. This would require a rejuvenation of the Palestinian political establishment, the rise to power of a more responsible and better representative leadership, backed by united resistance on the part of Palestinian society as a whole.

This would also require that the Palestinians appeal to the whole rest of the world, not just the Middle East, because international support for a Palestinian State is still extremely high. Today the recovery of their rights by the people of Palestine is probably not linked to the two-state solution which is indeed no longer a viable option but must be sought henceforth in the framework of a single state.

In a webinar dated June 8, 2020, American University in Cairo Scholar Amr Adly presented findings from his new book Cleft Capitalism: The Social Origins of Failed Market Making in Egypt (Stanford University Press, 2020). Egypt has undergone significant economic liberalization under the auspices of the International Monetary Fund, the World Bank, USAID, and the European Commission. Yet after more than four decades of economic reform, the Egyptian economy still fails to meet popular expectations for inclusive growth, better standards of living, and high-quality employment. While many analysts point to cronyism and corruption, this study finds the root causes of this stagnation in the underlying social and political conditions of economic development. It offers a new explanation for why market-based development can fail to meet expectations: small businesses in Egypt are not growing into medium and larger businesses. The practical outcome of this missing middle syndrome is the continuous erosion of the economic and social privileges once enjoyed by the middle classes and unionized labor, without creating enough winners from market making. This in turn set the stage for alienation, discontent, and, finally, revolt. With this book, Adly uncovers both an institutional explanation for Egypt's failed market making, and sheds light on the key factors of arrested economic development across the Global South.

Abu-Rish examined the multiple crises manifesting in Lebanon today and their impact on the fate of the uprising that began in October 2019. While the currency, fiscal, and infrastructural crises were central to the making of Lebanon’s uprising, he argued, the novel strategic innovations that the protesters made were key to shaping its trajectory relative to past protests. More recently, the COVID-19 pandemic has both exacerbated existing dynamics while also providing respite to the government and some of the traditional political parties. Amr Adly is an assistant professor in the department of political science at The American University in Cairo. He worked as a non-resident scholar at the Carnegie Middle East Center. He has also worked as a project manager at the Center on Democracy, Development, and the Rule of Law at Stanford University, where he was a postdoctoral fellow. Adly received his Ph.D. from the European University Institute in Florence. He is also author of Cleft Capitalism: The Social Origins of Egypt’s Failed Market Making (Stanford University Press, 2020) and State Reform and Development in the Middle East: The Cases of Turkey and Egypt (Routledge, 2012). He has been published in a number of peer-reviewed journals, including Geo-forum, Business and Politics, Turkish Studies, and Middle Eastern Studies. Adly is also a frequent contributor to print and online news sources.

Ziad Abu-Rish is Assistant Professor of History at Ohio University, where he is founding director of the Middle East & North Africa Studies Certificate Program. His research explores state formation, economic development, and popular mobilizations in the Middle East, with a particular focus on Lebanon and Jordan. Abu-Rish is co-editor of The Dawn of the Arab Uprisings: End of an Old Order? (2012). He currently serves as Senior Editor at Arab Studies Journal, co-editor at Jadaliyya e-zine, and board member of the Lebanese Studies Association. Over the past 20 years of exile, I returned to Morocco sporadically to visit family and friends. Now, I am here indefinitely until the coronavirus pandemic passes. I have observed its effects upon my homeland as not just a proud Moroccan, but also a trained social scientist assessing how the Moroccan state has responded – and how new social dynamics can emerge from it. 

Officially, Moroccan containment and mitigation measures have been described as a model of responsiveness. Notwithstanding testing shortages, and the failure to repatriate Moroccans abroad, new resources like personal protective equipment have been supplied to hospitals. Emergency funds are supporting the economy. The military and security forces have enforced strict quarantine and sheltering policies. Despite that infectious rates are among the highest in Africa, deaths from COVID-19 still remain comparatively low, a reality for which all Moroccans are grateful. 

However, the aggressiveness of these responses stems from a troubling reality. The state moved quickly to contain the pandemic because it could not afford to do otherwise. It already lagged behind in providing basic goods like education and jobs, due to the unbridled neoliberal economic model espoused by national planners for two decades at the expense of social development. The healthcare sector could not absorb even a modest surge in hospitalizations and deaths. In sum, Morocco’s response was optimal given its resources, but suboptimal given its potential. 

Why is this troubling? Not only do medical projections suggest a second wave of the pandemic looms this winter, but there will be more existential threats to come of this type. Climate change will further accentuate these dangers. Further, entire swathes of the Moroccan economy will remain in crisis for the foreseeable future. Vast numbers of the labor force work in the informal sector, the product of unfettered neoliberalism that did not produce any trickle-down effects due to weak rule of law. Grinding inequality means that successful treatments for COVID-19 will not reach most of the population. As Moroccans, we need only to consider the Rif to acknowledge the dangers that lie ahead. 

In the context of this crisis, many Moroccans have put aside standing grievances and put faith in their state. Politically, Moroccans do not labor under the extreme polarization often seen in other Arab countries. True, Morocco does not have the democratic system of Tunisia, where electoral institutions keep things in place. But, neither does it feature the deep schisms of Algeria, where the Hirak protest movement last year exposed the eroding legitimacy of the military and its civilian façade. If anything, Algerian politics will become even more fractured after the pandemic. 

Morocco stands in the middle. Unlike Tunisia, where democratic institutions absorb and mediate this crisis, here the state can only deflect and postpone it. However, neither has Moroccan politics splintered across irreconcilable rifts, partly due to the unifying presence of the monarchy. This gives Moroccans the chance to envision a future of improved governance that compensates for past deficiencies, and leaves us better prepared for future threats. This is not a substitute for genuine pluralism, but it can facilitate its onset. 

Recently, King Mohamed pronounced the prevailing paradigm of economic development to have floundered. As the Chinese proverb holds that with every crisis comes opportunity, we now have an opening to realign it, despite that more hardships will likely ensue as the pandemic continues to have long-lasting consequences. For instance, remittances, long a vital source of economic funding, will decline, as Moroccans abroad will more likely keep their cash close. The tourism sector will take many years to recover. But Morocco can also take advantage of global supply chain disruptions to secure new modes of production. Self-sufficiency and social spending must be priorities. 

Crucially, we cannot merely tweak the neoliberal model in favor of a master turn-key monarchical plan. The focus here falls upon not just the ideas behind national development, but the process through which those ideas come to fruition. Major ruptures that allow such soul- searching are rare in Morocco. One came after the passing of my uncle, King Hassan II, in 1999. A second came with the Arab Spring in 2011. Today marks another such inflection point, which allows all of society sharing common trauma and frustration to step back from the brink. 

That process will not be easy. Many Moroccans have lost faith in political engagement after too many failed reform promises. The Arab Spring’s impetus to demand voice and dignity will become more omnipresent. New social and economic initiatives must be formulated in close concertation with society, through inclusive dialogues that favor participation over top-down imposition. 

The state must avoid succumbing to the huge temptation of stoking false patriotism, or aggrandizing its authoritarian impulse by securitizing the pandemic. For instance, surveillance technologies utilized to ensure social distancing cannot be retooled to suppress political mobilization, as is happening in Russia and China. Indeed, many have wrongly assumed that autocracies are better equipped for the current crisis by comparing China with the US. However, this is a false dichotomy. For every China, there are successful democracies like South Korea and Taiwan where close state-society coordination is mediated not by the army or police, but rather by trust, transparency, and citizen engagement. 

In short, an historical opportunity now presents itself for Morocco; let us not squander it.

ABSTRACT

The absence of an internationally mandated or internally negotiated peace process has allowed the Syrian regime to craft an illiberal peace as an outcome to the nearly decade-long conflict. This illiberal peace is shaped through a politics of exclusion in which Syrian society is bifurcated into the loyal and disloyal through processes of reconciliation, settlement, and new legal regimes of citizenship. These forms of ‘peace’ are productive of new forms of post-conflict citizenship in Syria structured around loyalty to the regime that also serve to punish anyone suspected of betraying ‘the homeland’. The division of society into the loyal and disloyal is being consecrated in new laws and practices that are shaping Syria’s post-conflict trajectory. The prospect of a progressive Syrian future that motivated many of the early protestors has been quelled by the circumscription of political space and the reinvigoration of pre-conflict forms of governance underpinned by violence and exclusion. The emergence of new forms of citizenship shaped by illiberal peace is determining the terrain of politics in Syria today.

ABSTRACT

Democracy promotion has been a longstanding goal of US foreign policy in the Middle East and elsewhere. President George W. Bush championed democracy promotion as a way to counter the ideology and extremism that led to the September 11, 2001 terror attacks against the United States. After Bush’s attempts ended in abject failure, President Barack Obama sought to repair relations with the Muslim world but also withdraw the US footprint in the Middle East. But Obama was forced to take a far more hands-on approach with the outbreak of the 2010-2011 uprisings known as the Arab Spring. President Donald Trump, who has displayed an almost allergic aversion to Obama’s policies, has openly embraced the region’s autocrats with little regard for their abuse of human rights or absence of attention to political or economic freedom. How the United States approaches the region matters – both for aspiring democrats and for those who wish to silence them. Despite the rise of Russia and China, the United States remains the sole superpower, with the loudest voice on the world stage. Thus, the shift from democracy promoter – albeit reluctantly at times – to authoritarian enabler has made the task of democratic political reform far more challenging for people across the Middle East. This discussion will examine the recent democracy promotion efforts of the United States, with a focus on the Obama and Trump years.

Sarah Yerkes is a fellow in the Carnegie Endowment for International Peace’s Middle East Program, where her research focuses on Tunisia’s political, economic, and security developments as well as state-society relations in the Middle East and North Africa.  She has been a visiting fellow at the Brookings Institution and a Council on Foreign Relations international affairs fellow and has taught in the Security Studies Program at Georgetown University and at the Elliott School of International Affairs at the George Washington University. Yerkes is a former member of the State Department’s policy planning staff, where she focused on North Africa. Previously, she was a foreign affairs officer in the State’s Department’s Office of Israel and Palestinian affairs. Yerkes also served as a geopolitical research analyst for the U.S. military’s Joint Staff Strategic Plans and Policy Directorate (J5) at the Pentagon, advising the Joint Staff leadership on foreign policy and national security issues.

ABSTRACT

Organized groups with cross class networks and institutional links to different social constituencies have often been behind revolutionary mobilizations. The Egyptian case in 2011 conveys a different dynamic. Small youth groups played leading roles in organizing and strategizing for the mass protests attracting large numbers of participants? How was that possible? And why were middle-class employees, the white-collar and professional sectors, overrepresented in the mobilizations? Finally, how could we understand the rise of these movements at this juncture. I argue that the Egyptian mass protests could be understood by adopting a middle ground approach between organization and spontaneity. There are cases when prior militancy, demands for union democracy, and political links with the democracy movement prepared middle-class employees to join in larger numbers. In other cases, participation was spontaneous resulting from growing grievances against the state. I also show that political realignments in the early 2000s created openings that led to both a rise in labor unrest and invigorated the democracy movement - eventually culminating in the 2011 mass mobilizations.

Nada Matta is an assistant professor in the Departments of Global Studies and Modern Languages and Sociology at Drexel University. Her research interests are in political economy, social movements and gender studies; and she primarily investigate questions of structural inequality and social change in the Middle East. Nada is the co-author of “the Second Intifada: A dual Strategy Arena” published in the European Journal of Sociology, and is writing a book about the Egyptian Revolution of 2011.

ABSTRACT

Benazir Bhutto in Pakistan, Roza Otunbayva in Kyrgystan, Megawati Sukarno Putri in Indonesia: female Muslim leaders are seen as pioneers at the forefront of the empowerment of women in Muslim-majority countries and more generally the empowerment of women on a global scale. The younger generation of women Muslim leaders have forged their political struggle and discourse in the post-9/11 context. More recently, they have surfed the wave of hope and disillusion of the Spring revolution(s). A major difference with the first generation of female Muslim leaders is that the younger generation’s political identity is strongly grounded in Islamic references. They are (or have labelled themselves) as Islamists, Islamist democrats or Muslim democrats that propose an alternative to the exclusive secular discourse.

Through the experience of Sayida Ounissi, we explore the genuine and challenging role of a new generation of female leaders, in Muslim democrats or Islamist parties. This discussion goes beyond the common assumptions and clichés of the veil oppressed Muslim women, the question of the compatibility between Islam and democracy or Islam and feminism. It rather looks at the rise of young women Muslim democrats in Islamist or Muslim parties in a way to grasp the feminine, and sometimes feminist, re-definition of the Islamic tradition and Islamist or Muslim democrats discourse. It explores the modes of transmission of political struggle and ideologies, from fathers to daughters, and from mothers, whether passive or active Islamists, to daughters. Finally, it examines the challenges posed to their ascensions within their parties and society by analysing how these women are re-appropriating conservative Islamic codes, other cultural or religious practices, and the social and political concepts inherent to their respective local and global context, in order to secure legitimate ascension in their parties and societies.

Sayida Ounissi is a member of the Tunisian Assembly of People’s Representatives and Minister for Employment and Vocational Training.  She represents Tunisians living in the North of France for the Ennahdha Party and was first elected in October 2014 and reelected in October 2019.  In 1993, her family fled the dictatorship of Ben-Ali for France where she completed all of her schooling. In 2005, she joined the University of Paris 1 Panthéon Sorbonne for a double degree in History and Political Science. She obtained her Masters at the Institute for the Study of Economic and Social Development, and completed her studies with an internship at the African Development Bank in Tunis. In 2016, she was recruited by Prime Minister Youssef Chahed to join his Cabinet as Secretary of State in the Ministry of Employment and Vocational Training, charged with vocational training and private initiative. In 2018, she was promoted as the Minister for Employment and Vocational Training, becoming the youngest minister in Tunisia.

Sophie Lemiere is a Political Anthropologist and FSI-Humanities Center International Visitor, 2019-20, at Stanford University. She is a former Fellow for the Democracy in Hard Places Initiative at the Ash Center for Democracy, Harvard University. In 2014, she received her PhD from Sciences-Po, France. Her thesis was the first study on the political role of gangs through umbrella NGOs in Malaysia. In 2019-2020, Sophie has been awarded the Visiting Fellowship at the Center for Southeast Asian Studies at Kyoto University and the Reagan-Fascell Democracy Fellowship at the International Forum for Democratic Studies (National Endowment for Democracy-NED), in Washington, D.C.
