The Program on Arab Reform and Democracy at the Center on Democracy, Development, and the Rule of Law (CDDRL) is pleased to present the report of this project, which examines the link between economic and political reform in the Arab world. While there is a large number of international organizations implementing reform programs in the region, the way those organizations operate on the ground, how they make their decisions, and deal with local political, economic, and social challenges is generally understudied. This project contributes to an understanding of those dynamics through examining a case study of the Center for International Private Enterprise's (CIPE) reform programs in Egypt and Lebanon. The project's findings shed light on important issues related to how the work of international organizations on the ground affects the relationship between economic reform and democratization.
